El agite policial de los últimos días generó todo tipo de interrogantes democráticos respecto al futuro inmediato de un país roto económicamente, pero que también está hundido en un mar de contagiados, y dividido por los mismos de siempre que encuentran ahora nuevos temas para agrietar la discusión, mientras el 63% de las nuevas generaciones crecen tragando el violento desayuno de la pobreza, e individuos tienen la osadía de amenazar con arrojarse –llevando un arma reglamentaria en la cintura- desde lo alto de una torre de telecomunicaciones, u otros tiran bombas molotov a la quinta presidencial.
En este contexto convulsionado, Mariano Fernández conversó con Revista BIFE, y fijó una posición sobre diversos temas. En primer lugar, consideró el reclamo salarial de las fuerzas de seguridad “sumamente justo”, pero repudió el hecho de que hayan rodeado la quinta de Olivos: “La imagen que a mí me quedó de esta mecánica de la policía bonaerense es una bofetada a la democracia”, dijo y aseguró: “No soy ingenuo, fueron fogoneados por un sector destituyente que se disfraza de demócrata”.
Acá no está en juego ni el antifernandismo y el antikirchnerismo, es el antiperonismo, que es mucho más grave que cualquier otro tipo de anti”
Por este motivo hizo hincapié en “defender día a día” la democracia, pero ¿qué implica la defensa cotidiana del sistema democrático? En este caso, implica también “discutir una nueva ley de seguridad” y empezar a “analizar la sindicalización de la policía”; porque Fernández fue el primero en arrojar la piedra de este polémico debate que se viene, al opinar que “en La Pampa están dadas las condiciones institucionales y de la misma fuerza de seguridad para que se dé el debate de la sindicalización, porque la nuestra es una policía seria y prestigiosa”.
También se refirió a los otros dos temas de la agenda mediática: la Reforma Judicial y la toma de tierras, que dividió aguas dentro del propio oficialismo. Sobre lo primero, dijo: “Algunos son constitucionalistas y hablan de que la reforma es para favorecer a Cristina, es una tomada de pelo. Que no te guste la reforma, andá y plantéalo. Pero tenés que dar quorum. ” . Y sobre lo segundo, opinó que “la pandemia ha descubierto muchas falencias de la clase política en general, la vivienda es una de ellas”
Habrá que poner los puntos claros, porque no sería cualquier gremio un sindicato de la policía. Creo que es el debate que se viene”
Hijo de padre peronista quien estuvo junto al ex gobernador Aquiles Regazzoli, Fernández ingresó a la política por la línea de Convergencia, y se considera un “hombre de Estado”: fue secretario legislativo, dos veces diputado provincial y transita su segundo período como presidente de la Legislatura. Hoy reivindica la figura de Rubén Marín y Carlos Verna (“negarlos para el peronismo nacional sería negar la realidad, todavía tenemos que aprender de ellos”), y asegura que Sergio Ziliotto dejará “la misma impronta que Marín y Verna en la política pampeana”. Si bien dijo que el año que viene definitivamente habrán elecciones legislativas, explicó que “no es momento de hablar de candidaturas”, aunque señaló que la “renovación del peronismo es permanente”.
Por otro lado, destacó la oposición pampeana en el acompañamiento de las políticas públicas desde el primer momento de la cuarentena, no así con esa ala radicalizada que propone “caos”, encarnada en las figuras de Macri, Bullrich y Carrió. Y fue optimista al señalar que “va a haber una reactivación pospandemia, donde habrán muchos ciudadanos y ciudadanas que invertirán en la provincia”.
-¿Qué reflexión hace de la protesta policial y de los últimos sucesos que ocurrieron a nivel nacional?
En materia de recomposición salarial no tengo nada que decir, el reclamo es sumamente justo de la policía provincial. Sí repudio el hecho de que hayan rodeado la quinta presidencial. Con los años vividos uno tiene malos recuerdos de esa foto. Hay que separar dos cosas: el petitorio y esta situación extorsiva. No soy ingenuo, muchos de ellos están fogoneados por algún sector destituyente, que se disfraza de demócrata. Vos podés ser de izquierda o derecha, pero no podés perder la vocación democrática. Esto fue repudiado por todo el arco político. Y ha debilitado a ciertos personajes que estuvieron ahí.
-¿Se refiere a un sector de la política?
Es un pequeño sector que se disfrazan pero no son demócratas para nada. Son demócratas en términos de beneficios personales. Por eso divido las aguas, yo puedo entender quien tiene una mirada distintas, pero que siempre lo hace dentro del marco institucional.
Personalmente creo que el ex presidente Macri es el más peligroso de todos”
-¿Es un ala más radicalizado del PRO?
Todos sabemos perfectamente. Yo personalmente creo que el ex presidente Macri es el más peligroso de todos: una persona que fogonea una revuelta en pandemia… una persona que hasta hace un año era el presidente de la nación, yo no digo que se quede al frente de la tropa, pero por lo menos quedate en Argentina, ¿no? Y algunos secuaces que todos conocemos, que están viendo como socavan el poder que la ciudadanía le dio a Alberto y Cristina, por ejemplo Bullrich, Carrió… Esta es una película que ya vimos los argentinos: acá no está en juego ni el antifernandismo y el antikirchnerismo, acá hay una evidencia clara de que algunos personajes no soportan el peronismo, es el antiperonismo, que es mucho más grave que cualquier otro tipo de anti. La imagen que a mí me quedó de esta mecánica de la policía bonaerense es una verdadera bofetada a la democracia.
-Si bien ahora se apaciguaron las aguas con un aumento salarial, ¿visualiza un escenario de verdadera peligrosidad de las instituciones democráticas?
Hay que estar atentos desde todos los sectores políticos. Esto no fue una manifestación espontánea. Por supuesto que algunos sí. Pero hay sectores que operan y en este caso lo han hecho con la policía bonaerense. La democracia la tenemos que defender todos los días.
-¿Qué implica esta defensa de la democracia de todos los días?
El ejercicio de la democracia en este caso también implica discutir una ley democrática de la policía. Esto también hay que decirlo. En la provincia hay una asignatura pendiente. En mi opinión La Pampa siempre ha sido ejemplar. Entonces, analizar, también, la sindicalización de la policía.
-¿Tiene un opinión formada sobre la sindicalización de la policía?
Yo creo que la policía nuestra tiene una seriedad arraigada y un prestigio de la sociedad bien ganado. En La Pampa están dadas las condiciones institucionales y de la misma fuerza de seguridad para que se dé el debate de la sindicalización, porque la nuestra es una policía seria y prestigiosa. Entonces creo que esto es materia de análisis. Habrá que poner los puntos claros, porque no es como cualquier sindicato, pero creo que el debate se viene. Ahora bien, la mecánica que vimos de la policía bonaerense fue bochornosa, y no representa a la policía.
Me gustaría que el Partido Justicialista tenga más énfasis en el apoyo a Alberto, porque estamos hablando del antiperonismo, que es muy peligroso”
-¿Hay certezas absolutas de que el año que viene se desarrollen las legislativas?
No voy a dejar un manto de sospecha. Va a haber elecciones. La pandemia no se sabe cuándo va a terminar, pero va a haber elecciones. No quiero dar crédito a las declaraciones de Duhalde, que las repudié en su momento. Ese tipo de dirigente, que prácticamente hizo una apología del golpe, genera preocupación. Hay un gobierno popular que va a dar inclusión a la gente. Esperemos que pase rápida la pandemia para empezar a dar soluciones a la gente, para recomponer muchas asignaturas pendientes.
-¿Cómo cuáles?
Vivienda, salud… salud fíjate que se tuvo que recomponer en un 50% por la pandemia. Muchas asignaturas que vienen desde hace muchos años. Cuando el peronismo gestiona, hay algunos se ponen inquietos, porque es sinónimo de inclusión, y de ganar elecciones con los votos, no a través de la policía o a través de los medios hegemónicos. No nos olvidemos que estas personas son fieles empleados de los medios hegemónicos y son peligrosos.

-¿Qué evaluación hace del gobierno de Alberto en cuanto al manejo de la pandemia?
Estamos viendo la foto del día a día. Yo creo que hoy por hoy de no haber sido por esa cuarentena estricta, de no haber reforzado la salud, sin banderías políticas, hoy estaríamos hablando de 7 y 8 veces más de fallecidos.
-Argentina pasó a ser uno de los países con más contagiados.
Sí, pero en proporción uno de los que menos cantidades de fallecidos tiene. Eso habla a las claras de un trabajo excelente de salud. El grado de letalidad, en comparación, ha sido muy exitosa, pero es el día a día. Mañana la situación puede variar. Pero después de haber recibido un desgobierno, haber acomodado el sistema de salud en un tiempo récord, es de destacar y eso ha salvado miles de vida. Ojalá que esta película termine pronto. En conversación con otros vicegobernadores, me han dado un panorama bastante complicado de sus provincias.
-Según lo que le dicen los demás vicegobernadores, ¿cómo está La Pampa en relación con el resto de las provincias? Y por otro lado, ¿cuál será el escenario pospandemia acá?
En esto no hay que ser ni exitista ni derrotista. La provincia ya está en movimiento, en un 75 y 80%, y eso se ve reflejado en lo que te dice el comerciante, el sector agropecuario, en lo que te dice el kiosquero de la esquina. Hay un movimiento que genera una ida y vuelta, de recaudación y ganancias. Hay otras provincias que están más complicadas que nosotros. Nosotros tenemos las paritarias en funcionamiento, por ejemplo.
-Más allá el Covid, ¿hay alguna prioridad absoluta que tiene la fórmula que gobierna para empezar a gestionar, es decir, un aspecto prioritario en lo que se debe centrar el gobierno?
Producir e ir en auxilio a los pequeños productores. Y algo que es fundamental, que La Pampa en los últimos 4 años no existió ni en la agenda nacional, como son las viviendas. Hoy La Pampa existe como el resto de las provincias. No es casual que los gobernadores se hayan manifestado por la quita de coparticipación a Capital. Creo que va a haber una reactivación pospandemia, donde habrán muchos ciudadanos y ciudadanas que van a invertir en la provincia. La prioridad es mover la economía doméstica y la macroeconomía a través de la producción.
También hay que generar trabajo, que es un problema, pero de acuerdo a la información que tengo del secretario de Trabajo, se ha vuelto a incorporar a una gran masa de trabajadores que habían quedado suspendidos. Se ha vuelto a generar una toma de empleo.
La Argentina se debe una reforma judicial importante. Se tiene que discutir porque son las reglas de la democracia, si no aceptás esas reglas, bueno… obviamente hay gato encerrado”
-Mencionó a los gobernadores peronistas que apoyaron la medidas de Alberto, ¿le sorprendió que Schiaretti no haya acompañado? Aprovecho para preguntarle por el comportamiento del PJ en el acompañamiento a Alberto.
Cuando están en juego los intereses internos partidarios es una cosa, pero cuando están en juego las instituciones democráticas me parece que hay que actuar de otra manera. Ahí hay que dejar de lado cualquier tipo de interna. Me gustaría que el Partido Justicialista tenga más énfasis en el apoyo a Alberto, porque estamos hablando del antiperonismo, que es muy peligroso, porque tienen a los sectores de los medios hegemónicos, a sectores de la Justicia…
-¿Qué opina de la reforma de la justicia?
Se tiene que debatir. Podés aprobarlo o rechazarlo, pero de ninguna manera rehuir del debate, que es lo que está pasando. Algunos no pueden decir “la agenda la fijamos nosotros”. La Argentina se debe una reforma judicial importante. Se tiene que discutir porque son las reglas de la democracia, si no aceptás esas reglas, bueno… obviamente gato encerrado.

-¿No tiene que ver esta reforma con favorecer a algunas personas que están complicadas con la Justicia?
Siempre tienen un argumento. Pero que den el quorum y lo digan, no que cierren el Congreso para no tratar ese tema. Son disparates. Cuatro años estuvo Cristina Fernández perseguida por la justicia. Algunos son constitucionalistas y hablan de que la reforma es para favorecerla, es una tomada de pelo. Que no te guste la reforma, andá y plantéalo. El antiperoniosmo en Argentina es antitodo: antidemocracia y antisistema.
-El otro tema de la agenda es la toma de tierras, ¿qué opinión tiene?
Ahí se tocan dos conflictos. Uno es una asignatura pendiente del sector político en general, de ciudadanos que están en situación de calle. La pandemia ha descubierto muchas falencias de la clase política en general, la vivienda es una de ellas. Hemos padecido en ese sentido a Macri acá durante 4 años. Por otro lado, hay que entender que tomar tierras privadas es un delito penal.
-¿Pero no se dice que donde hay una necesidad nace un derecho?
Sí, hay un derecho. Ahí tenés que equilibrar la balanza con políticas de Estado para dar una solución, y de eso se trata el peronismo. En La Pampa también tenemos una asignatura pendiente en materia habitacional. Espero que se federalice el tema de viviendas.
-Este gobierno ha hablado mucho de federalismo…
Sí, por ejemplo hay que rediscutir una ley de coparticipación. Uno entiende a Capital y provincia de Buenos Aires. Uno entiende esta discusión que lleva años. En algún momento la coparticipación tendrá que ser derramada al resto de las provincias. Qué va a decir Córdoba y Schiaretti (convengamos que él tiene algunos intereses políticos y tuvo que ver con la victoria de Macri, igual yo no lo juzgo). Se tiene que discutir para un federalismo en serio. La Pampa está bien posicionada, pero si vos la comparás con el resto hay un desigualdad intolerable.
No venimos de la misma línea del peronismo, pero la verdad que me sentí muy cómodo con Carlos Verna”
-Cambio de tema ¿Le sorprendió que no se haya vuelto a fase 1 en algunas localidades? ¿Qué le parecieron las últimas medidas en el manejo de la pandemia en La Pampa?
No me extraña. Primero porque algunas noticias fueron fogoneadas por personas que no tienen voto. Nunca el gobernador habló de volver a fase 1. Por supuesto que algunas sí (Alvear y Larrudé). Esta inciativa de ir a buscar el virus es lo que nos ha dado resultado. Con la vuelta a la escuela claro que estoy de acuerdo. Hoy los chicos se cuidan, y los docentes también. Va a haber distanciamiento. Creo que los podés tener con mayor seguridad adentro de la escuela con protocolo con el docente a cargo que estando en la calle. Además es una necesidad lógica de los chicos. Estas medidas han sido estudiadas, no es solo un anuncio, fue todo muy estudiado y trabajado.
-¿Cómo se está reconfigurando el peronismo de cara a las elecciones legislativas del año que viene?
No hay demasiada actividad. Pero creo que debemos permanecer unidos, porque nos van a quedar socavar. El Frente de Todos ganó en la provincia por 24 puntos, pero no porque todos seamos peronistas, es porque la sociedad cuando ve al peronismo unido, acompaña, por eso somos respetuosos de los sectores independientes. Siempre fue así el peronismo. Por eso nos han votado, algunas cosas hemos hecho bien.
-¿Hay renovación en el peronismo?
Siempre hay y tiene que haberla. El peronismo siempre va planteando este trasvasamiento generacional, que hay que demostrarlo con hechos, porque no es plantar jóvenes, sino que con políticas nuevas. El trasvasamiento generacional es necesario en todos los partidos. Habrá que rediscutir el rol del estado en materia de políticas públicas, y de los trabajadores, porque ha cambiado todo muy velozmente.
-El peronismo siempre tuvo una lógica verticalista, seguramente también por las figuras que estuvieron gobernando. ¿Esa lógica se mantiene, hay diferencias?
Nosotros respetamos la historia del peronismo, y siempre respetamos todas las figuras, desde Ananía para acá. Todos los gobernadores han dejado su impronta. Ni hablar de la figura del compañero Marín y del compañero Verna. Yo no tengo ninguna duda de que Ziliotto va a dejar esa impronta. Negar lo que significa la figura de Verna y Marín para el peronismo nacional es negar la realidad, nosotros tenemos que aprender de ellos. El trasvasamiento tiene que venir con un trabajo. Hay algunos que pese a su edad tienen mucho que dar al peronismo. Hoy el doctor Marín en materia de consulta es muy importante para todos los dirigentes.
-¿Verna si se lo permite su salud seguirá jugando políticamente?
No he hablado con el ingeniero Verna. La verdad de que no venimos de la misma línea del peronismo, pero quiero decir que me sentí muy cómodo con Verna. Siempre tuve el apoyo institucional. Sí tengo información de que está muy bien de salud, pero no sé las decisiones políticas que tomará. Igual no es momento de hablar de candidaturas, hoy la prioridad es otra.
Hemos sido acompañados por todos los bloques de diputados, algo extraño en otras provincias según me cuentan los vicegobernadores con los que hablo”
-Por último, qué balance hace de lo que se viene haciendo en la Legislatura, de las leyes que se vienen tratando y de lo que se está proponiendo que es una modernización de la Cámara.
Hay un contrasentido muy grande, por un lado el azote de la pandemia, pero por otro lado nosotros hemos sesionado desde el minuto uno. Digo “hemos” porque me he sentido acompañado por todos los bloques de diputados, cosa que es extraña según me dicen los otros vicegobernadores con los que hablo. Hemos acompañado los distintos decretos del gobernador. Conformamos con Sergio un Comité de Crisis integrado por la oposición. Esto no pasa en el resto de las provincias. Ahora estamos buscando el mecanismo para dejar una Cámara moderna, independientemente de la pandemia, para que ante cualquier excepción se pueda hacer un mix entre lo presencial y lo virtual.
Otra muestra clara del contrasentido de la negatividad de la pandemia es que esta semana, por ejemplo, se sancionó la Ley de Paridad de Género, y en esto hay que felicitar también a todas aquellas que son anónimas pero que han luchado históricamente por los derechos de la mujer. Hay una larga historia detrás de todo esto.
