Para la séptima ronda del ATP se continuará profundizando la focalización del programa en sectores críticos a través del pago del salario complementario. “La asistencia en las ramas no críticas se viabilizará a través de préstamos subsidiados y con garantía estatal, para colaborar con la recuperación en el nivel de actividad que ya se observa en gran parte de este universo”, aclararon desde el Gabinete económico.
Los sectores considerados “críticos” son: turismo, entretenimiento, cultura, salud, deportes, venta de artículos regionales de cuero, talabartería y marroquinería, alquiler de equipos de transporte y algunos servicios ligados a la actividad aérea.
El ATP, creado para mitigar los efectos económicos de la pandemia de coronavirus, el Estado paga desde 1 hasta 1,5 salario mínimo vital y móvil (entre $ 16.875 y $ 25.312) por empleado a las empresas cuya facturación de agosto último haya caído frente al mismo mes de 2019. Y abona desde 1,25 hasta 2 SMVM (entre $21.093 y $33.750) por empleado, a las que realicen actividades consideradas críticas, hasta diciembre de 2020.
Entre los cambios al ATP 7, destacan:
1. Créditos para sectores no críticos
Las empresas de sectores no críticos cuya variación interanual de la facturación nominal esté entre -100% y -0,1% pasarán a tener un crédito a tasa 27%, con tres meses de gracia, por hasta $20.250 por trabajador/a, a pagar en 12 cuotas iguales y consecutivas y este crédito podrá ser reintegrado total o parcialmente al final del pago de las cuotas si la empresa cumple con metas de creación de empleo en 2021.
El crédito estará garantizado por el Estado, por medio del FOGAR (Fondo de Garantías). Estas empresas también continuarán con el beneficio vigente de la postergación del pago de contribuciones patronales. Eeste beneficio será independientemente de la cantidad de trabajadores que tenga la empresa.
2. Beneficios para empresas en reactivación
Las empresas pertenecientes a sectores críticos y no críticos que tengan variación interanual nominal positiva en su facturación (de hasta 35%) podrán acceder al beneficio del crédito reconvertible en subsidio. La tasa, en estos casos, será del 33%, con tres meses de gracia, con garantía estatal. Este beneficio será únicamente para empresas de hasta 800 trabajadoras/es, en sectores tanto críticos como no críticos.
3. El regreso de los Repro
Para atender casos puntuales que no puedan ser atendidos en el marco del nuevo ATP y que así lo requieran, se retomará el REPRO (Programa de Recuperación Productiva) en el ámbito del Ministerio de Trabajo, Empleo y Seguridad Social.
