La propuesta formulada por el gobernador Sergio Ziliotto, apunta a regular la distribución de los productos de venta on-line por parte de los comercios pampeanos, que en los últimos tiempos se “han visto sumamente afectados por estos sistemas de venta de alcance nacional”, como por ejemplo Mercado Libre.
De esta manera el ejecutivo provincial solicitó al Jefe de Gabinete de Ministros, Santiago Cafiero, que analice la viabilidad de exceptuar de la cuarentena el “despacho y/o distribución en la provincia de La Pampa de productos adquiridos mediante compra/venta on line y/o telefónica”. En la misma solicitud se aclara que los productos comprados deberán ser entregados exclusivamente mediante sistema de cadeterías y/o fletes registrados en los municipios.
También solicita se evalúe habilitar y/o autorizar los sistemas de recaudación de tributos y servicios públicos a través de cajas de cobro ubicadas dentro de las oficinas de atención al público de diferentes organismos públicos y cooperativas. Pone como ejemplo de las cajas pasibles de habilitar las ubicadas dentro de los edificios municipales o entidades solidarias, y aclara que deberían funcionar en los mismos horarios de atención habilitados para los bancos.
La nota solicitando la excepción de la cuarentena está dirigida al Jefe de Gabinete de Ministros, Santiago Cafiero, en su carácter de coordinador de la “Unidad de Coordinación General del Plan Integral Para la Prevención de Eventos de Salud Pública de Importancia Internacional”. La prerrogativa solicitada para estas dos actividades se encuadra en el Decreto de Necesidad y Urgencia 2020-355 del Poder Ejecutivo Nacional dictado en el marco de las múltiples medidas adoptadas para prevenir los efectos económicos y sanitarios de la pandemia de coronavirus en los argentinos.
Cabe señalar que los dos pedidos de excepcionalidad están acompañados por las medidas de protocolo y contención para ámbitos de trabajo exceptuados del Aislamiento Social Obligatorio, como así también los protocolos de funcionamiento específicos para el desarrollo de estas actividades, contemplando y haciendo cumplir las recomendaciones e instrucciones sanitarias y de seguridad nacionales y locales.
De aprobarse los solicitudes elevadas por el Gobierno Provincial a la Nación, cada municipio analizará si lo aplica o no en su localidad.
