Zilioto está con Ernesto Franco (ministro de Hacienda) y Mario Kohan (ministro de Salud)- Saludos a todos los pampeanos que están esperando novedades-, genera ansiedad.
-Estamos en vivo- advierte el presentador y describe todos los medios que replican el programa. Finalmente pregunta: Sergio cuéntenos cómo es la situación.
-En primer lugar, contar sobre los impuestos provinciales, y el esfuerzo muy fuerte que hacen todos los pampeanos. Nuestra obligación es aplicar de la forma más eficiente esos fondos que son de todos– y cuenta que están modificando 3 impuestos que se prorrogarán: el pago de las patentes, el Inmobiliario Urbano y los Ingresos Brutos
-Estamos modificando -sigue Ziliotto- el impuesto a los vehículos: vence en abril, y la hemos prorrogado para el mes de noviembre– explicó que es para los vehículos de valuación fiscal menor de 400 mil y para camiones menores de 800 mil pesos. Además, exceptuó a los vehículos de transportes de pasajeros
–En el impuesto inmobiliario, el vencimiento es en mayo y lo pasamos a octubre– detalló que percibe a la valuación de todos los inmuebles de hasta 481 mil pesos.
En impuesto a Ingresos Brutos, se vencía en abril y determinamos que el monto de ese vencimiento se podrá pagar en 12 cuotas sin interés en el 2021. Esto está destinado al sector económico que le tocó cesar la actividad económica por la cuarentena.
Ziliotto, con seriedad, una seriedad muy parecida a la que fue adquiriendo con el paso de la pandemia Alberto Fernández en los medios, se pone fino: “El abordaje entonces tiene que ser quirúrgico“, y explica: “Este paquete económico tiene un impacto fiscal, pero está destinado a aquellos que están en condiciones negativas“.
-Muy buenas noticias- festeja el presentador-. Radio 3 indaga, ¿qué evaluación hacen del comportamiento de la sociedad en la cuarentena?-.
Ziliotto responde: “Yo hago evaluación positiva. Las actuaciones policiales no alcanza a 2 mil pampeanos. Hay una gran responsabilidad social. Es una situación muy dura quedarse en casa. No es fácil cuando no se tiene la seguridad de tener un plato de comida. Por eso quiero felicitar a todos por cuidarnos entre todos. Vamos a llegar a un buen final. La única vacuna es el aislamiento social- insiste el gobernador.
El presentador lo suma a Franco, le preguntan cuál es la situación económica.
-Buenos días- saluda Franco, inmutable-. Habíamos alertado sobre la caída de recursos cercana a 1.000 millones al mes de marzo. Se están postergando algunos gastos prioritarios y tenemos solidez financiera. Por supuesto que con las medidas anteriores anunciadas se va a dilatar. Tenemos que ser muy cuidadosos porque no sabemos hasta cuándo. Por eso pedimos el acompañamiento de los empleados públicos.
-¿Qué impacto fiscal van a tener las medidas?, pregunta el periodista Borasio. “El que podamos. Esto es día a día. Es la situación que se va dando y en función de eso se va resolviendo”, responde escueto el ministro de Hacienda.
Hay interferencia, finalmente se corta la señal. Vuelve. Se corta. El presentador intenta volver. Se frustra. Ahora retoma exitosamente. “Vamos a continuar”, se relame.
-¿Cuándo llegarían los reactivos y cuántos casos hay en estudio?(se puede leer acá)- pregunta algún periodista
Ziliotto adelanta que lo llamó Gines García: “Nos van a comunicar de manera inminente”, y lo deja hablar a Kohan, quien dice: “Estamos a la espera. Venimos con una demora con la información del Malbrán. Pero tenemos un solo caso positivo y un paciente internado. Lo estudios de ayer fueron negativos (4), de modo que la provincia tiene un status estable. Pero esto recién empieza– alerta Kohan- vamos a recibir una mayor demanda-. Luego Kohan explica científicamente cómo es la partícula del coronavirus, etcétera.
Preguntan por las pymes y las cargas sociales. Franco responde: “Son medidas nacionales, creo que están en estudio pero no lo puedo responder porque no es ámbito nuestro”.
“Gines se comprometió a mandarnos respiradores”, festeja Ziliotto, “para que no nos pase como en Italia“.
¿Se evalúa sumar personal del Ejército?, le pregunta uno de La Arena entre otro chorro de preguntas. El interrogante se disuelve entre las respuestas.
Le preguntan a Kohan cómo está el infectado y si viajó solo, cosa de que la sociedad se entere quiénes son los posibles infectados que pueden infectar a otros. “Está estable. El paciente viajó con su esposa y un matrimonio amigo, los 3 están en aislamiento. Somos muy estrictos. La respuesta culmina con esto: 3 ciudadanos más están siendo estudiados como corresponde”.
“Pregunta 7”, interviene el presentador, sobre la hora del almuerzo, ya como para ir finalizando: ¿cuántos test habrá y cuántos respiradores?. Hay silencio. Kohan agarra la manija. “Nos preparamos para el peor escenario”, alerta. “Si tuviéramos que asistir a pacientes con neumonía tendríamos 38 respiradores. Tenemos un solo paciente internado, pasar 38 en un día va a ser muy difícil, es decir tenemos todo el tiempo del mundo para prepararnos”, luego explica las características del respirador y destaca “el entrenamiento del personal”. “La Pampa está preparada para dar una buena respuesta”, se jacta.
Kohan lleva tranquilidad: “Algunos pueden sentirse desamparados, pero no lo están. No necesariamente el equipamiento tiene que estar donde está el virus”.
La periodista Cantera pregunta por jubilados y las tarjetas. Franco contesta: “El Banco está trabajando para hacer operativos en jubilados que no han tenido tarjetas de débito. Se está estudiando. La Pampa debe ser la única que tiene cajeros en todas las localidades. Contestando la pregunta, todavía no tenemos respuesta del Banco Central”.
Cómo, cuándo y de qué forma va a ser la ayuda a monotributista y trabajadores en negro, pregunta el Gato Sylestre de El Diario. “Le pedimos a los que estén en la informalidad, que ingresen a esa página ( https://www.anses.gob.ar/ ), hay 5 días hasta el 31 para recibir los 10 mil pesos.
Franco amplia la respuesta anterior, y da detalles burocráticos. Luego habla del control de precios: “Están actuando de la mejor forma posible. El control social es importante”, y al pasar se refiere a las arcas provinciales: “La problemática financiera va a explotar”, avisa el ministro.
Luego aclara, “va a explotar en otras provincias antes que en la nuestra. Eso nos da cierto aire”, tranquiliza Franco a toda la población pampeana. “Nos vamos anticipando muy bien”.
Ziliotto complementa con respecto al control de precios: “Estamos trabajando con Afip” y otros organismos. “Cuando haya violanciones, se clausura al negocio. Acá no hay perdón para nadie”, duro el primer mandatario. “Ni para los que circulan. No hay perdón para nadie. La ley es igual para todos. Los vivos, esta vez no”, dice el gobernador a la cámara.
¿Habrá sanción para los comercios que aumentan y para los que se encanutan el alcohol en gel?, alguno pregunta. “El control social y la denuncia social es importante, sin discriminar“, aconseja Ziliotto: “Todos somos iguales”.
Kohan insiste con el aislamiento. Se pone catedrático y analiza el planeta. Dice que los más afectados demoraron en las medidas restrictivas unos 40 días. Luego habla del cálculo RO, y etcétera. En Argentina, vamos a tener una curva aplanada, va a permitir que el sistema de salud pueda dar respuestas. Luego habla de China, y su eficacia, “están abriendo escuelas”, sonríe. Después desliza un dato: “Una persona se toca la cara 25 días al día”. Por qué Corea tuvo éxito, se pregunta el ministro y se responde: “caminan por la vereda derecha, a nosotros nos dicen que vayamos por la derecha y vamos por la izquierda”, y viceversa. “Si no hacemos lo que corresponde, todo va a ser en vano”, lamenta.
Sobre el bloqueo en los pueblos y la inconstitucionalidad, Ziliotto responde: “Muchos intendentes cerraron caminos vecinales, pero mantuvieron circulación. Otros prohibieron ingresos”.
Por último, Ziliotto agradece a los periodistas. “A los pampeanos decirles que sigamos adelante, esta es una pelea de todos, y vamos a salir adelante”, se entusiasma el gobernador.
El periodista promete que las preguntas no realizadas se van a responder en APN. Agradece a todo el mundo. “Buenos días”, finaliza Ziliotto, entre medio de Kohan y Franco.
