La Cámara de Diputados aprobó y envió al Senado el proyecto de ley que apunta a reducir las tarifas de gas en las denominadas zonas frías o de baja temperatura de distintos puntos del país para beneficiar a alrededor de tres millones de usuarios.
La disminución en las tarifas contempla a municipios bonaerenses y de Santa Fe, Córdoba, Mendoza, San Juan, San Luis, Jujuy y Salta en los que se registran bajas temperaturas, que se suman a las históricas beneficiarias de esos derechos como las provincias patagónicas, el sur mendocino y la Puna.
La iniciativa presentada por el titular de la bancada del Frente de Todos, Máximo Kirchner, obtuvo el respaldo de otras bancadas como Consenso Federal, Córdoba Federal, el Frente de la Concordia de Misiones, Justicialista y Unidad Federal para el Desarrollo, además del de algunos integrantes de Juntos por el Cambio.
Así, sumó 190 votos a favor, 16 en contra y 43 abstenciones, en tanto que se registraron siete ausencias; tras un debate que demandó casi cinco horas por la numerosa cantidad de diputados que se anotaron para exponer.
Durante el debate, la diputada del Frente de Todos Liliana Schwind dijo que el proyecto “iguala en derechos a usuarios en cuanto a asequibilidad, ya que podrán de este modo, pagar una tarifa más justa a mayor consumo”.
“Vamos a dar un gran paso para resolver una demanda que para muchos lugares es histórica y hace diez años que estamos trabajando para solucionar el problema de las zonas frías”, agregó.
Para el mendocino José Ramón, de Unidad para el Desarrollo, “el Estado tiene que hacerse presente para equilibrar la balanza, cuidando los ingresos pero también los egresos. Esta ley viene a proteger a los usuarios y a mejorar la calidad de vida de millones de argentinos”.
Proveniente de una fuerza provincial, el diputado cuyano realizó hace cuatro años su campaña como candidato a ocupar su banca envuelto en una frazada en protesta y como forma de lucha contra las tarifas de gas en su provincia; y este jueves realizó su discurso con la frazada al hombro.
En tanto, el diputado del bloque Justicialista, Eduardo “Bali” Bucca (Bolivar-Buenos Aires), respaldó el proyecto al sostener que se da respuesta “a un reclamo histórico para hoy hacer un país un poco más equitativo” y dijo que fue “indignante que se haya subido las tarifas en un 2500 por ciento“, en alusión con los aumentos registrados durante el Gobierno de Mauricio Macri.
Por el radicalismo, el entrerriano Atilio Benedetti argumentó la abstención de parte de su espacio: “Quiero adelantar que me voy a abstener de acompañar este proyecto, que reconozco la justicia de prorrogar un derecho y da cobertura a muchas familias, pero va a tener consecuencias económicas y nos obliga a ser cuidadosos”.
Como contrapartida, el puntano Alejandro Cacace, destacó: “Este régimen de tarifa diferenciada para el gas es una gran noticia para San Luis y para la región. Cuando caminamos nuestras localidades y departamentos nos preguntan por qué estando en condiciones climáticas similares a provincias vecinas no pueden acceder a los mismos beneficios”.
“Reclamábamos solo equidad, que quienes estaban en las mismas condiciones recibieran los mismos beneficios. Y así se hizo”, apuntó.
Desde Producción y Trabajo, bloque integrado al PRO, el sanjuanino Marcelo Orrego justificó su apoyo: “Voy a votar este proyecto de manera positiva. No obstante, quiero decir que este proyecto está orientado a que de manera discrecional la autoridad de aplicación pueda modificar las zonas beneficiadas”.
Por Consenso Federal, Alejandro ‘Topo’ Rodríguez, destacó: “Con la aprobación de este proyecto pudimos darle respuesta a una demanda de la comunidad a partir del diálogo político. Una iniciativa que se enriqueció con el aporte de diputados de varias bancadas y que viene a poner más eficiencia en el manejo de los recursos”.
En el cierre del debate, Kirchner expresó: “Hay enormes desafíos por delante, pero esto le trae a millones de argentinos y argentinas, no solo un gran respiro, sino la posibilidad de sobrellevar estos tiempos de la mejor manera”.
“Recuperar la noción de lo que es un servicio público para una comunidad es importantísimo. Esta medida va en ese sentido: es un beneficio que ingresa en cada hogar piense como piense y mire el canal que mire”, completó.
Liliana Schwind dijo que el proyecto “iguala en derechos a usuarios en cuanto a asequibilidad.
Durante la jornada de ayer, en el marco del debate en comisión, el oficialismo aceptó incluir parámetros técnicos para determinar las localidades alcanzadas por el beneficio, en lugar de la redacción original que precisaba cada una de las localidades, departamentos o partidos que se incluían.
Así, zonas de Córdoba, de Jujuy, de San Luis y del sur de Santa Fe se sumaron a los departamentos o partidos de las provincias de Buenos Aires, Mendoza, San Juan, Salta y San Luis contemplados en el texto original.
Los residentes de las zonas contempladas en el proyecto aprobado, que registran temperaturas muy bajas durante el invierno tendrán una disminución de entre 30% y 50% en las facturas de gas, de acuerdo a la situación económica de cada sector, según uno de los artículos de la iniciativa.
La norma reducirá en las zonas comprendidas las tarifas de gas en alrededor de 50 por ciento a los beneficiarios de la Asignación Universal por Hijo (AUH) y la Asignación por Embarazo, de pensiones no contributivas y jubilados -hasta 4 salarios mínimos-, del monotributo social, usuarios que perciben seguro de desempleo y empleados de casas particulares.
También podrán tener este beneficio quienes estén exentos en el pago de ABL o tributos locales de igual naturaleza o los que tengan una pensión vitalicia como veteranos de Guerra del Atlántico Sur.
Respecto del resto de los usuarios residenciales, la tarifa diferencial implicará una disminución del 30% de la factura de gas correspondiente.
El proyecto prorroga por 10 años el Fondo Fiduciario de Consumos Residenciales de Gas (artículo 75, Ley 25.565) y aumenta la cantidad de departamentos y localidades de todo el país de temperaturas bajas comprendidos en este beneficio.
