El Gobierno de La Pampa, a través del Ministerio de Obras y Servicios Públicos, está a punto de concluir la construcción de la Planta de Residuos Biopatogénicos de Toay. El proyecto consiste en el diseño y operación de un Sistema Integral de Gestión Residuos Biopatogénicos y Farmacéuticos, con capacidad para recolectar, tratar y dar disposición final a la totalidad de los residuos generados en la provincia de La Pampa.
El objetivo general del proyecto es desarrollar un sistema seguro de recolección, transporte, tratamiento y disposición final de las corrientes de residuos Biopatogénicos y Farmacéuticos de la Provincia de La Pampa, en un contexto de sustentabilidad ambiental, social, económica y financiera, asegurando su implementación en un marco de equidad social y territorial.
La Planta se localiza en el departamento de Toay, sobre la sobre Ruta Provincial N°9, a 1000 metros al sur del cruce con Ruta Provincial N°14.
La inversión para la segunda etapa de obra es de $ 113.751.209,75 y un plazo de ejecución de 450 días.
La directora de Epidemiología del Ministerio de Salud, Ana Bertone, explicó a la Agencia Provincial de Noticias que la gestión integral de los residuos biopatogénicos “es una tema priorizado por el Gobierno provincial, quien emprendió los proyectos de obra necesarios para mejorar las condiciones de seguridad sanitaria de la población; y así dar una solución definitiva y a largo plazo en materia de tratamiento y disposición final”.
Mientras que el referente provincial de residuos biopatogénicos, Marcelo Casanovas, que se desempeña en el Departamento de Medioambiente y Zoonosis de la Dirección de Epidemiología, agregó que “este sistema fue pensado para dar un tratamiento integral a los residuos peligrosos que se generan durante la atención humana y animal en todos los establecimientos públicos y privados de la Provincia, con una proyección a 30 años”.
“El diseño del sistema integral incluye estudios de generación de residuos, relevamiento de generadores de RByF, estimaciones de pesos y volúmenes, proyección estadística a 30 años, análisis de distribución geoespacial de generadores, relevamiento de infraestructura existente y sitios de disposición final. Implicó diseñar el sistema de recolección y transporte, el sistema de tratamiento y disposición final, como también la elaboración de una evaluación de Impacto Ambiental con proceso de audiencia pública”, agregó.
También se refirió a que en febrero del 2019 culminó la primera etapa de las obras para la implementación de este sistema integral. “Consta de una nave para el estacionamiento de vehículos, container, oficinas, una celda de disposición final de RBPyF, celda colectora de lixiviados, instalación de freatrímetros, container para pesajes y almacenamiento seguro de residuos, entre otros. Esta primera etapa de obra fue priorizada del total de componentes proyectados, debido a la emergencia en el manejo de residuos biopatogénicos”, aclaró.
Casanovas remarcó que tras la finalización de la primera etapa, se tercerizó el servicio de Recolección, Transporte y Disposición Final de residuos en Santa Rosa y Toay; como la disposición final de los residuos recolectados por el Ministerio de Salud en 16 localidades de la Provincia: Anguil, Uriburu, Lonquimay, Catriló, Miguel Riglos, Macachín, Doblas, Ataliva Roca, Quemú Quemú, Conhello, Mauricio Mayer, Winifreda, Luan Toro, Telén, Victorica y Carro Quemado.
“La obra completa atenderá a todos los generadores de la Provincia, del sector público y privado, hay más de mil generadores identificados: farmacias, hospitales, odontólogos, consultorios, veterinarias, clínicas, etc. Se estima una recolección de 50 toneladas mensuales en toda la Provincia”, afirmó.
Bertone agregó que en el caso de General Pico, se presta un servicio municipal de transporte y tratamiento en un horno pirolítico ubicado en el Establecimiento Asistencial Gobernador Centeno, “pero tiene tecnología obsoleta, no logra el total del tratamiento y un remanente es trasladado a la planta de Toay”.
La segunda etapa (finalización de obra) se puso en marcha a principio del corriente año y consta de la instalación de la segunda nave donde se colocarán los equipos de tratamiento de los residuos e instalaciones asociadas, obras de provisión de gas y la compra de un autoclave y un horno pirolítico, con un sistema de tratamiento de gases tipo Heckas, que garantiza la no emisión de ningún tipo de contaminantes al aire.
“Si bien se trata de un sistema integral que abarca tres aspectos, para la presente etapa, se realiza la construcción de la Planta de Tratamiento de residuos de tecnología mixta, donde se tratarán el 90% de los residuos mediante autoclave y el 10% de los residuos mediante termo-destrucción controlada”, explicaron los especialistas.
En el mismo sentido, Bertone apuntó que paralelamente se encuentran trabajando con los hospitales para el correcto manejo de los residuos. “Tienen que hacer la correcta separación para aprovechar bien la planta. Esto requiere educación. Es un trabajo de gestión interna”, contó.
Además, se refirió a la importancia de trabajar en conjunto con las diferentes áreas y que sea un tema relevante en la agenda del Gobierno provincial. También explicó que “funcionarios nacionales destacaron el proyecto como modelo en el país”.
Reseña histórica
En el año 2017 la Consultora Euskal S.A. Ingeniería y Ambiente, por encargo del Ministerio de Obras y Servicios Públicos de La Pampa, ubicó el predio de la Planta de Residuos Biopatogénicos de La Pampa tomando una serie de criterios que prevalecieron por sobre otros considerados. Algunos de ellos tuvieron que ver con la superficie disponible, la distancia a centros de generación, profundidad de la napa, disponibilidad de energía y agua, y sensibilidad ambiental.
Así, se seleccionó un predio ubicado en un espacio sobre la ruta provincial 9 hacia Cachirulo, lindante al Autódromo Provincia de La Pampa. Comenzó su trabajo de estudio a principios de 2017, a pedido del Gobierno provincial que decidió acelerarse el proyecto por la emergencia sanitaria declarada mediante la Ley Provincial 3009 de Emergencia en el Manejo de los Residuos Patológicos, sancionada ese mismo año.
Proyecto diferenciado
La diferencia del proyecto es que fue pensado de manera integral, con un relevamiento de todos los potenciales residuos patológicos, estimando pesos, volúmenes de referencia y una proyección estadística a 30 años.
Para la definición del escenario se analizó la distribución geoespacial de la generación de residuos, sitios existentes de disposición final, georeferenciación de sitios de localización y un estudio de impacto financiero.
La integralidad, además, estuvo dada por la participación de distintos organismos entre los que se contaron el Ministerio de Salud; el Ministerio de Obras y Servicios Públicos, la entonces Subsecretaría de Ecología, la intendencia de Toay, el equipo técnico del Poder Ejecutivo, concejales e integrantes de la consultora.
La investigación llevada a cabo entonces reveló que La Pampa contaba con más de un millar de generadores de residuos, identificados por localidad.
Se consideraron distintos criterios para la selección de alternativas de localización, entre ellos garantizar el 100 por ciento de los residuos generados, minimizar los impactos ambientales y la generación de nuevos residuos, asegurar la esterilización o inertización total de los residuos tratados y minimizar la manipulación de los residuos en el proceso.
