El proyecto del Presupuesto 2022 prevé un crecimiento del 4% del Producto Bruto Interno, una inflación del 33% y un dólar a $131,1, pero además no contempla el pago de vencimientos de capital al Fondo Monetario Internacional, prevé un incremento real del gasto social y una reducción de los subsidios energéticos.
El Presupuesto para el próximo año ingresó minutos antes de la medianoche al Parlamento para su tratamiento, tras la firma del presidente Alberto Fernández y del ministro de Economía, Martín Guzmán, y sus estimaciones anticipan el esquema de políticas macroeconómicas, fiscal y cambiarias asociadas que pretende llevar adelante el Gobierno nacional.
Entre los supuestos sobresalientes del proyecto se destaca que la economía crecerá en 2022 un 4%, la mitad de lo previsto para este año, con lo cual se sobrepasará el nivel de actividad de la prepandemia, ya que terminará de compensar la retracción del 9,9% del año pasado.
En cuanto a la inflación para el próximo año, el Ministerio de Economía la estimó en 33%, es decir 12 puntos porcentuales debajo de la previsión para el cierre de 2020, que debió ser revisada al alza promediando el primer semestre ya que el presupuesto en curso la ubicaba en un 29%.
Las proyecciones para el próximo año se complementan con alzas en el consumo privado del 4,6%, del consumo público del 3,1%, de la inversión del 6,6%, con una mejora de las exportaciones del 7,5% y de las importaciones del 9,4% para un saldo comercial de US$ 9.300 millones y con un tipo de cambio nominal de $131,1 por dólar para diciembre 2022.
Fuentes del Gobierno nacional explicaron que de esta manera la economía estaría en la vía de la “doble recuperación” que llevaría a la actividad a fines de 2023 a niveles similares de producto previo a la crisis macroeconómica de la gestión Cambiemos en 2018, es decir del último trimestre de 2017.
El trabajo contempla la actualización del escenario 2021 que de acuerdo a las “proyecciones presupuestarias conservadoras” preveía para este año un crecimiento de 5,5% del PBI pero que ahora se ratifica crecerá en torno al 8%, con el consumo privado de un 9%, consumo público 5,2% y la inversión 31,1%.
A la vez el cierre fiscal actualizado prevé para 2021 una inflación de 45,1% frente al 29% inicial, sensiblemente afectado por el incremento de comienzos de año de los precios internacionales de los commodities; un tipo de cambio que alcanzará según lo previsto los $102,4, así como un aumento de las exportaciones del 12,2%, con un saldo comercial de 12.876 US$ millones
Este presupuesto con un rojo del 4,9% se financiará con una combinación del crédito y financiamiento del banco Central.
En cuanto a la evolución de los salarios formales, el Gobierno entiende que el salario real continuará recuperándose que a septiembre de 2021 alcanza una mejora del 2,2% del RIPTE, y se apunta a un crecimiento del 4% interanual para 2022, entendiendo que habrá aún dificultades con los ingresos informales afectados por la heterogeneidad de la recuperación.
En cuanto a las definiciones de la política fiscal, el proyecto prevé un escenario para 2021 de un déficit primario de 4% del PBI y un déficit financiero del 5,4%, pero con la aclaración de que hay partidas subejecutadas que buscarán acelerarse en lo que resta del actual período mediante un conjunto de medidas que se anunciarán en breve.
Para apuntalar la recuperación de la economía, el Ministerio de Economía considera necesaria corregir esa ejecución menor a la presupuestada para fortalecer la demanda agregada, para darle el nivel expansivo a la política fiscal en la magnitud inicial.
Así para 2022, se plantea un déficit primario del 3,3% y un resultado financiero del 4.9% del producto, algo mucho menor de lo que sería sino se hubiera concretado la reestructuración de la deuda en 2020 y que explica el nivel de reducción del déficit junto a la recuperación de los ingresos fiscales.
Este presupuesto con un rojo del 4,9% se financiará con una combinación del crédito y financiamiento del banco Central que para 2021 fue de 3,6% del producto pero que para el próximo año se reducirá al 1,8%, es decir una reducción a la mitad, en tanto que los títulos públicos aportarán un 2% del producto.
Se consolida así, a criterio del Ministerio de Economía, una política fiscal más apropiada para la recuperación económica con un financiamiento en pesos en el mercado de capitales y mayor dinamismo productivo, mejora infraestructura pero al mismo tiempo fortaleciendo la capacidad del Estado y las condiciones que dan lugar a la estabilidad macroeconómica.
En cuanto al desagregado de los distintos tributos se prevé una mejora sustancial en términos reales con una inflación al 33%, en buena medida asociada a una recuperación de la actividad económica que impacta en items como ganancias, IVA o los tributos de la seguridad social.
En cuanto al gasto se explica que el conjunto de pilares estratégicos en los cuales el Estado juega rol clave en infraestructura, la salud, la educación, la ciencia y educación y las políticas de protección social activa con perspectiva de género en un contexto de dificultades.
Como reseña los gastos en infraestructura se incrementan a 2,4% del producto; en salud el 0,65% en contexto de la pandemia; educación 1,2%, en ciencia y educación 0,31% y el presupuesto de inclusión social activa que llegará 1,22%
Finalmente, en materia de subsidios energéticos se proyecta un gasto sobre producto de 1,5%.
Las fuentes del Ministerio de Economía señalaron que la Resolución 46 de incentivo a la producción de gas que dispuso la gestión Cambiemos caduca en 2022 y al haber un Plan Gas con un valor vigente mucho más bajo reducirá automáticamente los subsidios al 1,8% del producto
Pero, adicionalmente, se buscará llegar a un nivel de subsidios de 1,5% sobre el producto mediante la segmentación de las tarifas que analiza a través de la Secretaría de Energía.
