Lo anunció el gobernador Sergio Ziliotto y comenzará a regir a partir de mañana, durante la tercera etapa del Juicio a la Subzona 14 en el Aula Magna de la UNLPam. El objetivo es brindar medidas de acompañamiento, asistencia y protección a víctimas-testigos y sus familiares, durante los procesos judiciales vinculados a las violaciones a los derechos humanos cometidas por el Terrorismo de Estado en La Pampa.
La decisión del Gobierno Provincial fue anticipada por el mandatario pampeano durante la apertura del año legislativo, oportunidad en la que ratificó la decisión de “poner nuevamente todos los recursos humanos y económicos del Estado a disposición de la Justicia para el óptimo desarrollo del Tercer Juicio por la comisión de delitos de Lesa Humanidad perpetrados en la llamada Sub-Zona 14”.
Asimismo, se tuvo en cuenta que el desarrollo de los juicios donde se investiga la violación sistemática de los derechos humanos durante el terrorismo de Estado, “resulta estratégico e imprescindible para la consolidación definitiva de las libertades democráticas y el Estado de Derecho”.
El Dispositivo
Se instrumentará a través de la subsecretaria de Derechos Humanos del ministerio de Gobierno, Justicia y DDHH, quien podrá suscribir convenios con instituciones públicas o privadas y organizaciones no gubernamentales para el mejor cumplimiento del mismo.
Las víctimas y/o testigos alcanzados deberán prestar conformidad previa a la implementación de las medidas que se dispongan, además de tenerse en cuenta la celeridad en la adopción efectiva e inmediata de las medidas de protección, sorteando los obstáculos burocráticos que pudieran vulnerar su concreción oportuna.
Las medidas de protección serán estrictamente confidenciales, tendrán carácter reservado y todas las personas intervinientes en el mismo deberán guardar secreto de las mismas.
Acompañamiento y asistencia
Se garantiza el acompañamiento, contención, asistencia y/o tratamiento psicológico regular y permanente de las víctimas-testigos y sus familiares, velando en todo momento por el resguardo y protección de los mismos.
También se asegura la asistencia y asesoramiento jurídico gratuito, tanto a víctimas, testigos y familiares, a fin de garantizar el debido conocimiento de las medidas de protección, y demás derechos previstos.
Se asistirá a las personas comprendidas en el Dispositivo en la gestión de trámites y se implementará cualquier otra medida de acompañamiento y asistencia que, en virtud de las circunstancias, se estime necesario adoptar con la finalidad de garantizar la asistencia física, psíquica y moral de las personas protegidas.
El Dispositivo de acompañamiento a víctimas y testigos del terrorismo de Estado prevé la integración de equipos de trabajo conformados por psicólogos, personal de la subsecretaria de DDHH y contará con la colaboración de la subsecretaría de Salud Mental y Adicciones del ministerio de Salud de La Pampa.
