Inseguridad recluida: delincuencia crece con la flexibilización y baja con la cuarentena

La ratería mermó en la fase 1 y aumentó levemente con la flexibilización, empezando por Pico, la “Mini Chicago Pampeana”. Los “delincuentes” en esta etapa fueron, entonces, aquellos que violaron la cuarentena: más de 10.500 causas penales en curso. Asimismo, la violencia de género y familiar aumentó. Se espera ver qué dinámica adquirirá el delito en este nuevo confinamiento.

El gremio de los trabajadores del hurto también se vio fuertemente afectado por la cuarentena. Según las fuentes policiales consultadas por Revista BIFE, a partir del primer aislamiento estricto que inició el 20 de marzo pasado, el delito contra la propiedad privada bajó considerablemente en toda la provincia.

A contramano de lo que sucede en otras regiones del país, donde la cuarentena ha producido un aumento y un cambio en la dinámica del delito tras el empobrecimiento social que arrastró a individuos -muchos de los cuales sin antecedentes- a delinquir por primera vez, o a los habituales asaltantes a cometer atracos en su propio barrio (algo que rompe con los históricos códigos implícitos, como puede leerse acá), en La Pampa los robos se redujeron a niveles casi inexistentes durante la primera fase 1. “Prácticamente no hubo delitos contra la propiedad privada”, afirmó nuestra fuente.

A simple vista se podría llegar a pensar que los trabajadores de la sustracción de bienes ajenos son verdaderos sanitaristas, responsables de las recomendaciones del gobierno nacional y provincial, pero la fuente policial es más escéptica: “En realidad no es que cumplen las reglas porque sí. Al haber más policías en las calles, por ajustar los que ya estaban en planta, los malandrines conocidos se guardaron porque, si tenían previamente una causa en proceso y rompían la cuarentena, los metían adentro y era doble el problema”.

La ratería ha mermado. De modo que, mientras los individuos que habitualmente infringen la ley han sacado a relucir su civismo en medio del confinamiento, muchas de aquellas personas que suelen ser quienes denuncian a las anteriores pasaron a ser ahora delincuentes –si se entiende al delito como la acción que va en contra de los establecido por la ley- ya que La Pampa se destacó a nivel nacional por la cantidad de causas que se iniciaron como consecuencia de la violación de la cuarentena, entre fiestas clandestinas y circulación a deshora. Hasta el 22 de julio estaban en curso más de 10.500 causas penales y 342 multas por no utilizar el tapaboca.

Del mismo modo que los atracos bajaron en La Pampa al comienzo de la primera fase 1, fueron incrementándose levemente a medida que se flexibilizaba el aislamiento. “En estos últimos días, previo al retorno de la fase 1, empezaron a aparecer casos sobre todo en General Pico. Delitos que tienen que ver con la propiedad privada, de hurto, y otros más complejos”, reveló la fuente.

Al consultarle por qué cree que la vuelta al delito comenzó por Pico y no por otra localidad, el policía reflexionó: “Pico es considerada la localidad más violenta de La Pampa. Mientras que a Rosario se la ha bautizado la “Chicago nacional”, a General Pico históricamente se le dijo la ‘Mini Chicago Pampeana’ por la virulencia y reiteración de los delitos”.

El delito de la cuarentena fue el de la violencia de género y violencia familiar. La fuente de BIFE confirmó que, en estos últimos meses, sólo le tocó atender situaciones vinculadas con cuestiones domésticas. “A mí particularmente me tocó trabajar con cuestiones de violencia de género y familiar, la cuarentena provocó un incremento de estos hechos, o por lo menos se mantuvo lo que se venía dando”, dijo y finalizó: “Habrá que ver qué sucede ahora, con esta nueva cuarentena”.
