Esta semana La Pampa recibió una noticia trascendental con la llegada de Alberto Fernández a la provincia, horas antes del arribo del presidente a tierras pampeanas, el ministro del Interior, Eduardo “Wado” de Pedro, informó que Nación convocaba para el 26 de junio una reunión del Coirco (Comité Interjurisdiccional del río Colorado), para tratar con los integrantes del comité el reclamo de La Pampa en relación a la construcción de la represa hídrica Portezuelo del Viento. De esta manera, De Pedro revocaba la resolución de 2019 que archivó la solicitud de laudo presidencial pedida por La Pampa.
“A pedido de los gobernadores, el 26 de junio nos reuniremos con los mandatarios de La Pampa, Neuquén, Río Negro, Buenos Aires y Mendoza para evaluar el impacto ambiental de la obra hidroeléctrica Portezuelo del Viento, en el sur mendocino”, dijo de Pedro sobre la decisión del gobierno nacional en rever la construcción de la megaobra que, de concretarse, quedará en manos de Mendoza. El propio presidente en conferencia de prensa en la ciudad de Santa Rosa dejó de manifiesto el giro que dio Nación respecto a Portezuelo. “No quiero financiar una obra que está cuestionada”, sostuvo Fernández.
A raíz de esto, Revista BIFE se comunicó con el diputado nacional (UCR), Martín Berhongaray, quien presidió la comisión de Ríos interprovinciales cuando fue legislador provincial durante el periodo 2015-2019, y con el actual presidente de dicha comisión, el diputado provincial (FreJuPa), Espartaco Marín, quienes se expresaron sobre la reciente decisión del gobierno nacional.
Martin Berhongaray: Es una decisión que celebramos porque siempre desde La Pampa hemos reclamado que la discusión en torno a Portezuelo del Viento o a cualquier medida que potencialmente pueda afectar al río Colorado, se lleve a cabo en el marco del comité de cuenca que en este caso es COIRCO. Ese es el ámbito dentro del cual deben analizarse todas las cuestiones vinculadas con esa obra, pero también con el resto de las obras que están previstas en el Tratado del Colorado de 1976. Es fundamental que se conciba a la cuenca en su integralidad y que no se siga avanzando sobre situaciones parciales y en forma aislada. Para eso seguramente será necesario rever el Tratado del Colorado y actualizar muchas cuestiones, porque desde su aprobación hace más de cuarenta años muchas situaciones han cambiado en los hechos y en el derecho.
Lo central sería analizar si es posible cumplimentar con el Tratado del Colorado en su integralidad, donde Portezuelo del Viento es sólo una de las obras que están previstas pero también hay otras, y el mismo Tratado prevé una secuencia en su ejecución que está pensada para que no se genere un desbalance hídrico que originaría perjuicios sociales, productivos y ambientales. Una de esas obras de la que no se habla pero que es muy importante para La Pampa y para la provincia de Buenos Aires es el trasvase de caudales desde el río Negro hacia el Colorado de al menos 50 metros cúbicos por segundo.
Es evidente que existen riesgos ambientales de consideración detrás de la construcción de Portezuelo del Viento, y también es evidente que su financiamiento siempre resultó muy elevado en términos económicos, se habla de cerca de 1000 millones de dólares, y mucho más en este contexto donde los escasos recursos disponibles pareciera que debieran tener otras prioridades.
Espartaco Marín: Entre otras causas, esta decisión del gobierno tiene que ver con que Portezuelo es una obra cuestionada por su manejo. Desde un comienzo se vulneró el estatuto del Coirco, el cual indica que tiene que haber una postura unánime, y La Pampa siempre se opuso. Hoy, las demás provincias condominias al río Colorado empezaron a advertir los cuestionamientos que ejerció La Pampa desde su origen. Primero fue Río Negro, luego Neuquen y ahora también Buenos Aires. Todas exceptos Mendoza.
Del escenario del ex gobernador Carlos Verna, planteando la posición de La Pampa allá en 2016 al escenario de hoy en 2020, se le han sumado algunas mas, como la del río Colorado con el caudal mas bajo en cien años. Además, la situación económica producida por la pandemia, por lo tanto generar energía mediante esta represa cuando no hay consumo ni actividad económica, la torna inviable.
Es una gran inversión en dólares para una obra que no se sabe a ciencia cierta cuanta energía va a generar. Siempre cuestionamos los números que planteaba Mendoza. Nación ha aplicado razonabilidad en la búsqueda de una decisión unánime.
