Bensusán: “En La Pampa el libre tránsito para cualquier actividad productiva y económica está garantizado”

El Gobierno de La Pampa recordó que el tránsito de las personas y vehículos destinados al cumplimiento de las denominadas actividades esenciales se encuentra desarrollándose con normalidad, cumpliendo con las medidas preventivas marcadas en los protocolos indicados para cada caso.  

“Las personas que deben desarrollar actividades esenciales pueden transitar libremente por el territorio pampeano. En este momento no tienen límites, obviamente que para esto se deben cumplir con los distintos protocolos de prevención, sin que se les obligue realizar aislamiento preventivo de ninguna duración, establecidos según el caso”, detalló el ministro de Gobierno, Justicia y DD HH, Daniel Bensusán.


El funcionario provincial aclaró que “hay cuestiones que no se negocian, como la trazabilidad, pero la decisión política del gobernador Sergio Ziliotto es la de facilitar las actividades socio económicas en toda la provincia. El Gobierno Provincial es consciente de que el mundo atraviesa una crisis económica y se pretende que los coletazos lleguen en la menor medida posible a la provincia”.


“Debemos entender que estamos en medio de una pandemia. La libertad de transitar por el territorio pampeano está garantizada. Lo que no se pueden obviar son las medidas de prevención, para evitar contagios”, añadió.


A modo de ejemplo, citó la situación de los productores rurales de provincias limítrofes, que tienen explotaciones en La Pampa. Detalló que “se trabaja en forma mancomunada con los gobiernos provinciales y con asociaciones del sector. Los productores de provincia de Buenos Aires inician sus trámites de ingreso a través de la Sociedad Rural Argentina o de CARBAP, que luego ratifica el gobierno provincial y a partir de allí pueden ingresar a La Pampa. Lo mismo sucede con los de Río Negro, Nuequén, Mendoza y, a partir de hoy, Córdoba. En el caso de San Luis, confiamos en llegar a un acuerdo, en el corto plazo, para poder tener un status similar al que tenemos con las otras provincias”.


“Somos una provincia con parte de su producción vinculada al sector agropecuario. Con la plena conciencia de ello es que se hizo un trabajo muy puntilloso para el ingreso y egreso de productores que, trazabilidad y protocolos mediante, pueden desarrollar sus tareas en un marco de normalidad, dentro de lo que se puede durante esta pandemia”, dijo el ministro.


“El caso de los transportistas es otro tema que merece ser mencionado. Los vehículos de gran porte (camiones) pueden ingresar y descargar o cargar sus productos, sin que los camioneros deban hacer aislamiento, dada la facilidad de realizar la trazabilidad que permite esta actividad. En el caso de los camioneros pampeanos, cumplen un aislamiento temporal voluntario, donde no realizan actividad social.


“Se debe tener en cuenta que existe una denominada “zona blanca”, mediante la cual los vecinos de localidades de provincias limítrofes de cien kilómetros a la redonda de La Pampa puedan venir sin realizar aislamiento”, comentó.


Cuando una persona, de cualquier localidad limítrofe, debe realizar consultas médicas de cualquier tipo en localidades de La Pampa, no existen restricciones, si se puede acreditar fehacientemente la prestación.     
Bensusán destacó que siguen vigentes programas como “Regreso a Casa”, “Ingreso para Transportistas”, “Ingreso por Razones Laborales”,  “Permiso de Salida”, “Adhesión al protocolo hotelero COVID-19”, “Trazabilidad Ciudadana” y “Acceso al Parque Luro”, a los que se puede acceder mediante la página web del gobierno de la Pampa, https://permisos.lapampa.gob.ar/  . “Estos programas, como otras situaciones puntuales, siempre están sujetos a ser revisados, de acuerdo a las variaciones de situaciones que se dan durante esta pandemia. Pero, como se puede observar, contemplan una serie de situaciones que se fueron logrando a partir del cumplimiento de los protocolos de prevención”, completó.             

       
Finalmente comentó que “como Estado Provincial tenemos la obligación de garantizar derechos. Garantizamos el de libre circulación, como lo establece la Constitución, pero también debemos hacer valer el derecho de las pampeanas y pampeanos a la salud, y la mejor forma de hacerlo es evitando contagios de enfermedades como el COVID-19. Atravesamos una situación sumamente delicada y hemos logrado revertir situaciones de zonas de nuestra provincia en fase 1 a la 5 con la responsabilidad de todos. Sabemos que si seguimos así podemos controlar que se expandan el contagio”.
