El Gobierno provincial promovió la creación de casi 400 empleos registrados en 7 meses

Los ingresos al sistema laboral formal se lograron a través del programa de Fortalecimiento del Trabajo Pampeano que instrumentó el gobernador Sergio Ziliotto en diciembre de 2020. Exactamente se generaron 381 nuevos empleos, un promedio de 54 por mes, lo que indica que de sostenerse el ritmo de esta la operatoria se crearían alrededor 653 nuevos puestos de trabajo por año bajo esta modalidad. 


Entre diciembre de 2020 y mayo de este año el Gobierno provincial invirtió más de 17 millones en este programa, que gestiona la Secretaría de Trabajo y Promoción del Empleo. Asimismo, hasta el 25 de junio pasado, el Banco de La Pampa, a través de una línea vinculada y complementaria de este programa, otorgó 48 préstamos a tasa cero, por $ 20,7 millones.

Quiénes consiguieron trabajo formal
Un desglose de la información recabada por la Secretaría de Trabajo saca a la luz un dato trascendente: 36 personas de entre 56 y 65 años consiguieron empleo formal con este programa. El dato  es valorable positivamente por sí solo, teniendo en cuenta que se trata de un segmento al que, como en el resto del país y del mundo, se le dificulta el acceso al trabajo registrado.
Los estadísticas realizadas por la Secretaría de Trabajo revelan que la franja etaria de 18 a 25 tomó 76 de los puestos; la de 26 a 35 accedió a 134 empleos; de los 36 a 45 años  accedieron a 96; de 45 a 55, 39 empleos y de 56 a 65 años hubo 36 beneficiarios.

Empresas adheridas y rubros
A la fecha han adherido 185 empresas de 22 localidades pampeanas.  De ese total, 95 corresponden a Santa Rosa, 33 a General Pico, 10 a Quemú Quemú y el resto se distribuyen entre 25 de Mayo, Ataliva Roca, Caleufú, Eduardo Castex, Catriló, Colonia Barón, Embajador Martini, Jacinto Arauz, Ingeniero Luiggi, Macachín, Parera, Rancul, Realicó, Rolón, Toay, Trenel, Uriburu, Victorica y Winifreda.


Del total de empresas que adhirieron a la fecha, 98 pertenecen al sector comercio, 55 al sector de servicios, 26 al industrial y 6 corresponden al sector agropecuario.

Como se gestó el programa
Uno de los principales objetivos del gobierno de Sergio Ziliotto es promover la creación de empleo, a partir de la acción conjunta  entre el Estado provincial y el sector privado.


En la campaña electoral anticipó que su gestión se ocuparía de “afianzar el desarrollo de la Provincia a partir de la diversificación de nuestra producción, convencidos de que la prosperidad de los pampeanos está indisolublemente vinculada al trabajo digno”.


Ese objetivo fue planteado en reuniones de trabajo ante  empresarios, industriales, comerciantes y prestadores de servicios, y también ante las organizaciones gremiales que nuclean a trabajadoras y trabajadores pampeanos.


Hoy, pandemia mediante, se multiplican las acciones desde distintas áreas del Gobierno provincial para crear empleo formal, genuino y duradero, y una de las principales herramientas  es el “Programa de Fortalecimiento de Trabajo Pampeano”.

Cuál es el  aporte del Gobierno
La operatoria consiste en otorgar, por parte del Estado provincial, un aporte económico a cada empleador que contrate de manera formal a un nuevo trabajador o trabajadora, teniendo que estar este último desocupado y radicado en la provincia de La Pampa.
El aporte económico (destinado a reducir el Costo Total Laboral en los primeros 12 meses de la relación contractual) inició en $ 15.000, habiéndose elevado en la actualidad a $ 16.410 (aplicando la actualización trimestral que arrojó una variación salarial del 9,4 % en el primer trimestre de puesta en funcionamiento del programa, según los informes mensuales que emite el INDEC).

El aporte complementario del Banco de La Pampa.
Por cada nuevo empleo, el empleador tiene la posibilidad de acceder a un crédito a tasa 0, a 12 meses de devolución y por un monto equivalente al aporte mensual que pone el Estado multiplicado por 12.

Difusión y evolución
Desde la Secretaría de Trabajo y Promoción del Empleo se organizó un dispositivo de difusión del Programa. En ese marco se recorren distintos puntos de la Provincia para darlo a conocer detalladamente  y evacuar todas las consultas que tienen los potenciales empleadores.
Se recorrieron alrededor de 25 localidades, con la participación de más de 400 empleadores que se acercaron a escuchar los detalles del programa y realizar consultas puntuales.
El programa tuvo su pico de ingresos en el mes de marzo de este año, cuando se registraron 99 nuevos trabajos. En diciembre de 2020, cuando recién se implementó, los nuevos trabajos registrados sumaron 18, cifra que fue evolucionando y fluctuando mensualmente.
A junio de este año se crearon 381 nuevos puestos de trabajo, un promedio de 54 mensuales, número que resulta alentador si se analiza que se produce en un contexto de pandemia mundial que afectó todas las actividades económicas.
