La Pampa: el Presupuesto 2021 es de $98.634.431.337

El gobernador Sergio Ziliotto presentó el Proyecto de Presupuesto 2021, con un estimado de Gastos e Inversiones por $98.634.431.337, y un déficit de $3.625.000.000.  

En los primeros meses, la caída de la economía y su correlato en la recaudación, comenzó a hacer mella en las arcas provinciales, y luego se agregaron los efectos de la Pandemia, que volvieron a impactar en los recursos en forma negativa y generó nuevos gastos e inversiones, aumentando la diferencia entre los gastos y los recursos, generando una modificación presupuestaria para el corriente año para utilizar reservas por $1.750.000.000.


Si bien la crisis de la Deuda Pública Nacional, en gran parte ha sido superada, la  dinámica de la emergencia sanitaria derivada de la pandemia ocasionada por el Coronavirus COVID-19 sigue dando a lugar a una divergencia entre las velocidades de crecimiento de los ingresos y del gasto público cuyas consecuencias, manifestadas en la existencia de un resultado deficitario no se agotaron ni se limitan al ejercicio fiscal 2020 sino que, según nuestras estimaciones trascienden a los flujos proyectados para el Ejercicio Fiscal 2021.

Por lo tanto, la autorización para gastar e invertir los recursos públicos percibidos que se solicita a ese Cuerpo Legislativo, conlleva la obligación de ahorrar en el desarrollo del Ejercicio venidero la suma de PESOS MIL SEISCIENTOS VEINTICINCO MILLONES ($ 1.625.000.000) además de un uso gradual de las reservas acumuladas en ejercicios anteriores por hasta la suma de PESOS DOS MIL MILLONES $2.000.000.000.


“La situación financiera provincial ha permitido no incurrir en el endeudamiento de corto plazo como desgraciadamente han debido recurrir la mayoría de las provincias argentinas. Las reservas están permitiendo su actuación como un Fondo Anticíclico necesario para una economía que no puede soportar mayor presión fiscal”, indicaron desde el ejecutivo provincial.


“Desde el inicio de la Pandemia, no se han visto menguado el desarrollo y aplicación de las políticas públicas fijadas por el Gobierno, al margen de la satisfacción de los nuevos desafíos que la misma ha generado y seguramente generará en siguiente año”, señalaron.
