Filmus anunció fuertes inversiones para ciencia y tecnología en la provincia

El gobernador Sergio Ziliotto y el ministro de Ciencia, Tecnología e Innovación de Nación, Daniel Filmus; anunciaron el financiamiento por $60 millones (40 millones en 2021 y 20 millones en 2022) para la remodelación del ex-edificio del Correo Argentino, donde funcionarán una de  las unidades ejecutoras de doble dependencia CONICET-UNLPam y otros 2,5 millones de dólares -financiados por el BID- para una Centro Interinstitucional con cuatro laboratorios ubicado en  el Polo Tecnológico emplazado en General Pico.

 Además se acordaron 12 cupos para la carrera de Investigador del CONICET en La Pampa y se firmó una carta de intención para incorporar la Agenda Territorial de Ciencia, Tecnología e Innovación de La Pampa al Plan Nacional Argentina Innovadora 2030.

 La comitiva nacional estuvo integrada por Ana Franchi, Presidenta del CONICET. En tanto el gobernador Ziliotto fue acompañado por el vicegobernador, Mariano Fernández; la Ministra de la Producción, Fernanda González; la Directora de Ciencia y Tecnología de La Pampa e integrante del CONICET, Luz Lardone; el Secretario de Políticas Universitarias del Ministerio de Educación, Oscar Acha; el Ministro de Educación de La Pampa, Pablo Maccione; el Ministro de Conectividad y Modernización, Antonio Curciarello; el Diputado Nacional e integrante de la Comisión de Ciencia y Tecnología de la Cámara de Diputados de la Nación, Ariel Rauschenberger; y demás invitados.


Luego de dar la bienvenida a Daniel Filmus y Ana Franchi, el mandatario pampeano destacó que se trataba de un día muy importante para La Pampa porque “esto no es coyuntural, es una política de Estado en la que tenemos muy en claro que la integración entre todos los estamentos institucionales públicos con el sector privado, es la garantía de que los proyectos se cumplan”.


“Tenemos un gran desafío -afirmó el gobernador-, nosotros aquí en La Pampa, otras autoridades en otras provincias y el Gobierno Nacional a nivel federal”, y explicó que estamos en un proceso en el que necesitamos acompañar la reactivación de la economía “y ahí -dijo- tiene que ponerse en marcha un Estado presente, poniendo a disposición del sector económico todas las herramientas que necesita para manejar su eficiencia, para tener mayor competitividad y así poder demostrarle al mundo lo que somos capaces de hacer”.


Agregar valor
“Desde hace mucho -señaló-, y a pesar de los tiempos vividos en la pandemia; en La Pampa nos pusimos como objetivo salir de ese modelo de primarización de la economía, exportando materia prima. Debemos, por el contrario, agregarle más valor a nuestras producciones primarias que también debemos diversificar, para que la inversión productiva sea mejor negocio que la especulación financiera”.


Y explicó que ese agregado de valor tiene mucho que ver con “los desafíos que plantea este nuevo mundo, que seguramente va a elegir una de las principales potencialidades que tiene La Pampa; su producción agroindustrial”.


Asimismo, el gobernador Ziliotto planteó cómo establecer los mecanismos institucionales para facilitar y mejorar la convivencia entre organismos estatales, las universidades y particulares para que “nos permita salir al mundo para conquistar nuevos mercados, a través de la eficiencia y la competencia. Desde La Pampa hacia al resto del país y, todos juntos, fuera de las fronteras argentinas”.


Innovación para progresar
El gobernador destacó que hasta no hace mucho tiempo, el otrora diputado Filmus, planteaba en soledad la creación de una Agencia de Ciencia, Tecnología y Conducción Abierta, “porque no todos los sectores políticos dieron su aval para esta creación que incorporaba también innovación, para todos los procesos productivos fueran más eficientes”.
“En pocas semanas se habilitará el Polo Tecnológico -confirmó Ziliotto-, espacio físico que pone de manifiesta esa sinergia entre lo público y lo privado. Y como pensamos un país federal, no sólo desde lo normativo, sino también ideológicamente y por decisión política del Presidente de articular con todos los gobiernos provinciales, una federalización de la igualdad de oportunidades.
Federalismo y trabajo conjunto
El gobernador aseguró que “hoy tenemos una de las principales herramientas que necesita cualquier país: planificación y sustentabilidad en esa planificación, que son los recursos económicos. Y aspiramos a una política de Estado que está por encima de cuestiones metodológicas y de los objetivos del gobierno de turno. Porque vamos a poner a la Argentina de pie cuando haya políticas de Estado sustentables e internalizadas en cada sector económico”.
“Este es el camino que estamos transitando y lo podemos mostrar -enfatizó el mandatario pampeano- , por eso es el momento de estar todos trabajando por el mismo objetivo. Sabemos que el desarrollo de La Pampa tiene que mostrar que somos competitivos y podemos ponernos de acuerdo para salir a conquistar esos mercados”.


Finalmente, Sergio Ziliotto destacó el trabajo conjunto con Nación y aseguró que “estamos dispuestos a poner lo que sea necesario para producir más, para desarrollarnos con igualdad de oportunidades en cada rincón del territorio pampeano. Cuenten con nosotros, ese es el camino y lo vamos a mantener”.


Apoyo de Nación
“Estamos acá para comprometer y aportar fondos de la Nación” aseguró el Ministro Filmus al anunciar que se acaba de aprobar por unanimidad una Ley que permite multiplicar por cuatro, en lo que respecta al porcentaje del PBI destinado a la Ciencia y Tecnología en los próximos años.


Filmus explicó que “la Ley plantea que un buen porcentaje de ese fondo tiene que ser aplicado en las provincias, esto da un giro copernicano a las políticas de ciencia y tecnología del país, dado que hoy, el 89% de ese presupuesto está en la región centro, el resto del país no tiene inversión en estas áreas”.


Además, dicha Ley asegura una inversión permanente por parte del Estado ”y -puntualizó el Ministro- nos permite un cambio de paradigma: no pensaremos la ciencia y técnica desde Buenos Aires, sino que le preguntaremos a cada provincia qué necesita, cuál es su modelo de desarrollo productivo, cuál es su perspectiva de desarrollo científico y tecnológico y cómo hacemos para apoyar esa estrategia que, en el caso de La Pampa, queda claro que tiene que ver con la agroindustria y darle valor en el lugar de origen a la producción que ustedes tienen”.


El Estado solo no puede
También destacó el Ministro que “la otra iniciativa que votaron los diputados y es imprescindible, es la creación de la Agencia de Ciencia, Tecnología e Innovación. Porque hay que decirlo con todas las letras: es imposible que el Estado solo resuelva esta problemática, necesitamos la articulación entre lo público y lo privado. Y al mismo tiempo que se votó la ley del financiamiento de la ciencia,  se votó la ley de la economía del conocimiento, donde todas las industrias que tengan que ver con agregar valor a partir de la base tecnológica van a tener una capacidad de exención impositiva y de inversión del Estado, porque son las industrias que generan trabajo”.


Daniel Filmus fue enfático al decir que “las oportunidades de trabajo se generan a partir de agregar valor, por la calidad de la mano de obra argentina y por la capacidad de  innovación y desarrollo científico tecnológico”.


Y aseguró el Ministro que “estamos acá para acompañar y apoyar las iniciativas, no de forma teórica, ya para el año que viene están asignados los recursos de apoyo en equipamiento, en instalaciones, aumentando el aumento del 20% de los científicos del CONICET en La Pampa, la creación de laboratorios y el Polo Tecnológico”.


“Sepan -se comprometió el Ministro- que desde el Estado Nacional no sólo tenemos la voluntad definida por el Presidente Alberto Fernández, sino que también tenemos los recursos para acompañar y apoyar. Lo que tenemos que hacer es aceptar las nuevas condiciones para competir en un mercado mundial que es cada vez más exigente”.


Para finalizar, definió su posición ideológica al decir que “hay muchas formas de crecer: una es para que el beneficio se distribuya entre unos pocos; y otra para que el beneficio se distribuya entre los argentinos y las argentinas, nosotros apostamos por la segunda”, finalizó. 


Trabajar juntos
Durante la presentación, Franchi, hizo hincapié en la importancia de la inversión en ciencia y tecnología.  “Cuando interrumpimos la inversión en ciencia y tecnología desalentamos a las y los jóvenes a elegir una carrera científica y a continuar en el país”, dijo y  destacó el Programa Raíces por el cual científicos y científicas argentinas retornaron al país,  “invertimos la curva y el camino a Ezeiza. También, estamos trabajando con el Plan 2030 y es fundamental porque este plan trabaja con las agendas territoriales porque a La Pampa traemos 12 ingresos del CONICET. No solo tenemos estos Proyectos Especiales que toman vacancias temáticas y geográficas, lo más importante es que trabajamos con las provincias los temas que consideran prioritarios para la región”.


Después de remarcar el rol de la comunidad científica frente a la pandemia, Franchi sostuvo, “estamos en La Pampa para trabajar junto a ustedes, ni sobre ni al costado, juntos. Vamos respondiendo para tener un país más inclusivo, más soberano y más igualitario y eso lo hacemos entre todos y todas”.
