El ascenso por mérito extraordinario en cumplimiento de sus funciones se da tras un hecho ocurrido el día 13 de noviembre del año 2018 donde Manzanelli resultó herido de gravedad en medio de un procedimiento.
En el día de hoy se procedió a la formalización por medio de la entrega del correspondiente Certificado y la insignia de la nueva jerarquía.
Participaron además el subsecretario de Lucha contra el Narcotráfico, Daniel Guinchinau; el director de Relaciones Institucionales, Héctor Iervasi; el subjefe de Policía, René Bossio; el jefe de la Unidad Regional I, Guillermo Torres; y otras autoridades policiales.
