La Administración Federal de Ingresos Públicos (AFIP) instrumentó este lunes la exención del pago del impuesto a los créditos y débitos para los monotributistas que utilizan cuentas corrientes. El beneficio alcanzará en forma automática a todas las cuentas corrientes bajo la titularidad de pequeños contribuyentes que dejarán de pagar la alícuota especial de 0,25%.
El beneficio se inscribe en un conjunto de instrumentos previstos en el Decreto 301/2021 tendientes a equiparar el tratamiento impositivo entre las cuentas bancarias y las billeteras virtuales que ya se encuentran exentas del pago del impuesto a los débitos y créditos.
La Resolución General N° 5031/2021 y la Circular 3/2021 benefician a todos los pequeños contribuyentes que ya operan con cuentas corrientes. Además, la adecuación normativa también precisa el procedimiento para que puedan acceder a la exención los monotributistas que abran nuevas cuentas corrientes así como aquellos nuevos pequeños contribuyentes que utilicen ese tipo de cuentas.
Así, la exención del impuesto a los débitos y créditos abarca a la totalidad de las cuentas bancarias bajo la titularidad de monotributistas que se encuentren inscriptos en el Registro de Beneficios Fiscales en el Impuesto sobre los Créditos y Débitos en Cuentas Bancarias y otras Operatorias.
Dentro de las modificaciones introducidas por el Decreto 301/2021, la AFIP modificó también un conjunto de normativas para facilitar la incorporación de los proveedores de servicios de pagos como responsables de la liquidación y percepción del impuesto sobre los créditos y débitos y otras operatorias.
En este sentido, para garantizar que las firmas proveedoras de servicios de pago y sus usuarios mantengan la exención prevista en el Decreto 301/2021, se extendió hasta el 30 de septiembre de 2021 el plazo para que las fintech finalicen la inscripción al Registro de Beneficios Fiscales en el Impuesto sobre los Créditos y Débitos en Cuentas Bancarias y otras Operatorias. La prórroga tiene como objetivo garantizar el normal desarrollo normal de la operatoria a través de los sistemas de pago virtuales.
