El gobernador Sergio Ziliotto encabezó la apertura de la licitación a través de la cual se puso en venta el inmueble conocido como la “ex Planta Montenegro”, ubicado en Santa Rosa. “Es un día trascendental -aseguró el mandatario pampeano-, esperemos que en poco tiempo eso deje de ser un inmueble vacío y sea un espacio donde se genere actividad económica, trabajo, crecimiento y desarrollo para La Pampa”.
El Gobernador agradeció la reciprocidad del sector empresario, su “participación y la voluntad de invertir en la provincia de La Pampa. Tenemos muy en claro que salimos adelante produciendo, trabajando; en eso no tengan ninguna duda de que van a tener el apoyo permanente del Gobierno provincial”.
También explicó el que la licitación implica “cumplir un paso más para la recuperación de un inmueble en el cual el Estado invirtió muchos recursos públicos, de las pampeanas y los pampeanos. La Cámara de Diputados nos dio la autorización para realizar este acto y como ustedes lo ven, iniciamos este proceso”.
Al acto licitatorio se presentaron tres empresas pampeanas: Advance, Diesel Langé y Servicios Logísticos SRL. Durante la apertura de los sobres, el mandatario pampeano estuvo junto a la ministra de la Producción, Fernanda González; al titular de la cartera de Economía, Ernesto Franco; al director ejecutivo de la Agencia La Pampa de Inversiones y Comercio Exterior (I-Comex) Sebastián Lastiri y al intendente santarroseño, Luciano di Nápoli.
“Hoy conocimos las propuestas del sector empresarial y, a partir de ahora, dentro del Ministerio de Producción, se conformará una comisión de pre-adjudicación en la que seguramente estarán integradas distintas áreas del Poder Legislativo y de la Agencia I-COMEX La Pampa, para determinar al adjudicatario en virtud de distintas variables como la sustentabilidad económica del emprendimiento, la inversión a realizar y la mano de obra a ocupar. “Es un día trascendental , esperemos que en poco tiempo el complejo deje de ser un inmueble vacío y se convierta en un inmueble que genere actividad económica, trabajo, crecimiento y desarrollo para La Pampa”, subrayó Ziliotto.
“Cuenten con nuestro apoyo”
Dirigiéndose a quien en el futuro administre los inmuebles licitados, como al resto de los emprendedores de la Provincia, Ziliotto dijo, “cuenten con nuestro apoyo. Tenemos un Estado que ha puesto todas las herramientas con las que cuenta a disposición del sector económico. Ustedes lo saben mejor que yo, que necesitamos señales que comiencen a estabilizar y a tener razonabilidad las variables que establece la macroeconomía”.
“El Gobierno provincial tiene un Banco que está dispuesto a ponerse al servicio de generar más producción -enfatizó el Gobernador y destacó que, “día a día el Gobierno invierte más recursos públicos en subsidio de tasas; establecimos un Fondo de Garantías de carácter público para darle mayor inclusión financiera a las PyMEs y pusimos en marcha una ley de incentivos fiscales para que el Estado también sea socio en el riesgo patrimonial que ustedes toman todos los días cuando deciden invertir”.
En este sentido y a modo de síntesis sostuvo que “a mayor actividad económica y mayor incorporación de trabajo genuino, menos impuestos. Es una rueda que tenemos que poner en marcha creando un círculo virtuoso en el que cada día haya mayor actividad económica, porque cuanto más actividad económica, menor debe ser la presión impositiva por parte del Estado. Este es un camino que tenemos que transitar juntos y siempre nos van a encontrar a su lado”.
“También -destacó- pusimos en marcha un programa de fortalecimiento del trabajo donde subsidiamos el empleo registrado con una suma importante durante 12 meses y articulamos ese programa con el Gobierno nacional para también subsidiar las contribuciones patronales durante 3 años. El objetivo es promover todas las acciones que propicien la inversión productiva antes que la especulación financiera”.
El inmueble
El inmueble fue recuperado por el Gobierno de la Provincia de La Pampa y, a través de una Ley Provincial, se autorizó su venta. Por eso se ofreció, a través de una Licitación Pública, para seleccionar a empresarios o grupos de empresas con propuestas de radicación de actividades industriales, de servicios logísticos o proyectos tecnológicos. La oferta es por la compra de todo el inmueble, con las dos naves industriales construidas, y/o la opción de comprar cada una de las naves por separado.
La idea es valorar las propuestas conforme a distintos criterios de ponderación: que contemplen mayor incorporación de mano de obra, que favorezcan la contratación de personal oriundo y/o residente de la Provincia de La Pampa, con antecedentes técnicos y comerciales afines a la actividad formulada, las que tengan una rápida puesta en marcha y que tengan impacto en el desarrollo regional y contribuya al mejoramiento de las condiciones socio-económicas de la población en general.
Datos generales:
Dos naves industriales de: 5.788,92 metros cuadrados y 7.814,91 metros cuadrados cada una y otras dependencias en el predio.
ITEM 1: Superficie total de 4,5 hectáreas; Precio: $ 704.500.000,00 (todo el inmueble)
ITEM 2: Superficie de 2 hectáreas y 79 áreas; Precio: $ 563.600.000,0 (Nave industrial de 7.814,91metros cuadrados)
ITEM 3: Superficie de 1 hectárea y 79 áreas; Precio: 140.900.000,0 (Nave industrial de 5.788,92 metros cuadrados)
Periodo para ejecutar las inversiones proyectadas y poner en marcha el proyecto: 18 meses
