Acuerdo entre Gobierno y frigoríficos exportadores

El Gobierno nacional y los frigoríficos exportadores llegaron a un acuerdo y en las próximas horas se podría flexibilizar el impedimento que rige para la exportación de carne vacuna.

El plazo de 30 días que había fijado el Ejecutivo e impedía la exportación de carne -excepto las cuotas especiales- tenía como fecha de finalización el próximo domingo. Durante ese tiempo y tras intensas negociaciones se intentó “reordenar” el mercado ganadero, según lo manifestó el propio presidente Alberto Fernández cuando decidió llevar a adelante la prohibición temporal.El acuerdo tiene dos aspectos clave, uno vinculado al comercio interno y otro que plantea un esquema para controlar las exportaciones, especialmente las que tienen a China como destino.

En cuanto al comercio interior, el Consorcio de Exportadores ABC aportaría un total de 12 mil toneladas de carne que se venderán a precios populares en supermercados y puntos estratégicos -como el Mercado Central- con algunos cortes típicos como asado, matambre y vacío. A esa cifra se podrían sumar otras 4 mil toneladas que aportarían los supermercados, tal como ocurrió en programas anteriores.

El capítulo exportaciones tiene claros y oscuros ya que el acuerdo inicial es a corto plazo. Se analizará durante las próximas seis semanas el progreso de las ventas al exterior, que tendrían algunas restricciones ya que los frigoríficos exportadores podrán vender durante lo que resta de junio y julio la mitad de lo exportado en igual período pero de 2020. Sin embargo, tal como ocurrió hasta el día de hoy, quedan excluidas de esta medida las cuotas Hilton y 481 que se envían a Europa, los cortes que viajan a Estados Unidos y las ventas a Israel.

Si bien se reanudarían las exportaciones en los próximos días, aún quedan muchas dudas acerca del resto de las medidas que se podrían tomar durante las próximas semanas o una vez transcurrido el plazo inicial, ya que quedaron sobre la mesa de negociación otras cuestiones tales como un aumento del peso mínimo de faena, la posibilidad de que se apliquen permisos de exportación e incluso un aumento de retenciones, que por el momento se mantienen en un 9%.

El principio de acuerdo le permitirá al sector exportador retomar la comercialización y al Gobierno instalar una tregua con los sectores del campo más duros, que aguardaban una respuesta urgente bajo la amenaza de retomar medidas de fuerza.

Quedan pendientes de resolución dos aspectos clave: uno de ellos radica en el control de precios en el mercado interno para las distintas carnes y en especial para la vacuna, que en definitiva fue la causa principal que motivó las restricciones. Y por otra parte, el desafío de encontrar un mecanismo que permita al país y al sector ganadero aprovechar el boom importador de proteína animal que lleva adelante China, principal demandante de la carne argentina.

Mientras se preparan los anuncios para un nuevo Plan Ganadero para aumentar la productividad, el foco estará puesto en lo que ocurra durante los próximos dos meses con el precio de la carne en la góndola. A partir de ahí, el gobierno resolverá si pone fin a los condicionamientos o libera la exportación de carne vacuna.
