Diputados debaten la postergación de las elecciones por la pandemia

La Cámara de Diputados de la Nación debate en comisión del proyecto del Poder Ejecutivo para pasar la fecha de las primarias abiertas simultáneas y obligatorias (PASO) del 8 de agosto al 12 de septiembre próximo y las elecciones legislativas del 24 de octubre al 14 de noviembre, debido a la segunda ola de coronavirus.

El proyecto es tratado en la Comisión de Asuntos Constitucionales, que preside el diputado del Frente de Todos por La Pampa, Hernán Pérez Araujo.

La decisión de avanzar en la convocatoria a la comisión fue adoptada el miércoles en una reunión de bloque encabezada por Máximo Kirchner, Cristina Álvarez Rodríguez y Cecilia Moreau, junto al presidente de la Cámara de Diputados, Sergio Massa.

Sesión especial
El camino para abrir el debate quedó allanado este martes, tras el acuerdo logrado por Massa con la oposición para prorrogar el protocolo de funcionamiento mixto de la cámara baja que permitirá avanzar en esta iniciativa y en el debate de otros temas pendientes.

La intención del bloque del Frente de Todos -que conduce Máximo Kirchner- es realizar una sesión especial la próxima semana para debatir esta iniciativa de modificación del calendario electoral y el dictamen sobre ganancias a las empresas para aliviar la carga fiscal a las pequeñas y medianas empresas.

El proyecto
El proyecto del Poder Ejecutivo refleja el acuerdo alcanzado el viernes pasado por el ministro de Interior, Eduardo de Pedro, con la conducción de Juntos por el Cambio, que preside Mario Negri, ya que se incluye una cláusula pedida por la oposición en la que se establece que este año no podrá volver a modificarse el calendario electoral.

De esta manera, y en su artículo 6, el proyecto fija que “la presente ley no podrá ser modificada ni derogada durante el año calendario en curso, en tanto regula un derecho público subjetivo de los partidos políticos, instituciones fundamentales del sistema democrático, a elegir sus candidatos a los cargos electivos previstos en la Constitución Nacional”.

“Nos encontramos en un contexto de excepción y, en ese marco, en el imperioso desafío de garantizar el pleno ejercicio de los derechos políticos individuales y colectivos propios de nuestro sistema democrático. Ello nos impulsa a establecer las medidas que la situación epidemiológica nos impone para evitar una mayor propagación del virus, sin trastocar las reglas y fundamentos de nuestro régimen electoral”, sostiene la iniciativa.

Aplazamiento y vacunación
En ese sentido, el texto destaca que “el aplazamiento de la celebración de los comicios a meses con temperaturas más elevadas permitirá optimizar la ventilación de los locales de votación y la implementación de los protocolos sanitarios”.

A su vez, durante ese lapso de tiempo adicional, “se continuará avanzando con la masiva campaña de vacunación que lleva adelante el Estado Nacional junto a las 24 jurisdicciones, coadyuvando a un mejor cuidado de la mayor cantidad posible de argentinos y argentinas que deben cumplir con su deber cívico”, añade el proyecto.

La iniciativa propone además reducir de 50 a 45 días previos a la elección general el plazo para que las juntas partidarias proclamen sus candidatos; al tiempo que pospone 5 días el inicio de la campaña electoral de las elecciones generales para que coincida con la proclamación.

Los números necesarios de Diputados y Senadores
Para ser aprobado, el proyecto requiere del respaldo de la mayoría absoluta de los miembros de cada cámara, 129 diputados y 37 en el Senado, por tratarse de una cuestión electoral.

El aval a la iniciativa del Poder Ejecutivo ya fue adelantado por la mayoría de los bloques parlamentarios de la Cámara baja, por lo que se descuenta que el oficialismo logrará avanzar con el dictamen y contará con los votos para aprobarlo la semana próxima en el recinto.
