Matías Kulfas, ministro de Desarrollo Productivo, aseguró que la inflación “no se puede combatir sólo con controles de precios” ya que es un fenómeno macroeconómico. De esta forma, el Gobierno trabaja en reducir el déficit fiscal y emisión monetaria, y en impulsar una recuperación económica que evite devaluaciones bruscas y ajustes presupuestarios.
En ese sentido, el ministro señaló que se está trabajando con cada sector para incentivar la inversión y reducir costos, ya sea tanto a través de una menor carga impositiva como leyes especiales. “La inflación no es un fenómeno que se pueda combatir centralmente con controles de precios”, dijo Kulfas en una entrevista radial, en la que sostuvo que Precios Cuidados o Precios Máximos no son más que “auxilios” del programa de política macroeconómica.
Además, aseguró que el Gobierno trabaja en un programa de desinflación que aborda al mismo tiempo la reducción del déficit fiscal y una mayor previsibilidad de la política monetaria y cambiaria, para evitar también saltos devaluatorios. “Esto implica, entre otras cosas, ir reduciendo el financiamiento monetario, reemplazarlo por diferentes fuentes de financiamiento”, aseguró el ministro, aunque aclaró que la meta oficial será reducir el déficit fiscal “mediante crecimiento, no mediante los ajustes que ya han mostrado ser un fracaso en esa materia”.
“Vemos que hay un crecimiento de la economía liderado por el sector industrial junto con la construcción. También se ve muy buen desempeño de la agroindustria y crecientemente de la energía, esto permite que la economía se esté recuperando”, afirmó el ministro, y agregó: “Nuestra concepción al respecto es que tenemos que ir a un equilibrio fiscal de manera virtuosa, esto es creciendo, recuperando fuentes de crecimiento y que de esa manera se va ir llegando al equilibrio fiscal”.
Por otro lado, al ser consultado sobre el aumento de la alícuota del Impuesto a las Ganancias para las grandes empresas dijo que, en realidad, lo que se hará es restablecer la que estaba vigente hace varios años y que, al mismo tiempo, se reducirá la presión fiscal sobre las personas al elevarse el mínimo no imponible para trabajadores del sector formal. “Ahí se están liberando recursos al consumo que van a mejorar la actividad económica y los balances de las empresas. Es decir, se genera también un círculo virtuoso”, afirmó.
De todos modos, señaló que la suba sólo afectará a un porcentaje pequeño ya que “más del 80% de las empresas van a tener una reducción de la alícuota”, que implica a la gran mayoría de las micro, pequeñas y medianas empresas, mientras que se trabaja sector por sector para generar incentivos a la inversión, como en los sectores de la industria automotriz y de la construcción.
“No es que tenemos una visión dogmática donde bajar impuestos genera más inversión y subirlos la reduce. Creemos que hay que verlo sector por sector, que hay que cuidar las finanzas del estado porque si el estado no logra resolver su desequilibrio eso también genera problemas económicos”, afirmó.
Sobre los aumentos de las tarifas de luz y gas dijo que “es algo que está en análisis” ya que, sostuvo, si bien el país necesita del sector energético para crecer y hay sectores que “no necesitan ningún tipo de subsidio”, también hay población con menos recursos a las que le resulta difícil asumir mayores aumentos en sus hogares. “Lo que se apunta es que pueda haber un balance adecuado y que los sectores que tienen dificultad de pago no tengan que además de todo tener un aumento de tarifa este año”, concluyó.
