El Ministerio del Interior resolvió fijar los Términos de Referencia y celebrar Audiencias Públicas. Conforme lo definido por los gobernadores en el Consejo de Gobierno de COIRCO a propuesta del gobernador Sergio Ziliotto en junio pasado, Nación avanzó con la realización del Estudio de Impacto Ambiental Regional sobre toda la cuenca del Río Colorado a fin que se evalúen los efectos ambientales que podría generar la represa Portezuelo del Viento. La decisión fue comunicada por el ministro Wado de Pedro a los gobernadores mediante nota oficial.
Por ello convocará al Ministerio de Ambiente y Desarrollo Sostenible y a la Secretaría de Infraestructura y Política Hídrica del Ministerio de Obras Públicas a una mesa de trabajo, para que junto al Ministerio del Interior y las provincias, elaboren los Términos de Referencia de un Estudio de Impacto Ambiental Regional que recoja los análisis realizados previamente por las Universidades Nacionales, analice los efectos ambientales del desarrollo de la obra Portezuelo del Viento a lo largo de la cuenca del río Colorado y determine los aspectos, tramos y/o regiones sobre las cuales deben profundizarse las evaluaciones ambientales para concluir la tarea en ese sentido; y realice las recomendaciones que pudieren corresponder para el desarrollo sustentable del proyecto.
Debe recordarse que en la reunión realizada el día 23 de junio de 2020 la provincia de La Pampa expresó la necesidad que, antes de continuarse con la obra Portezuelo del Viento, se haga una Evaluación de lmpacto Ambiental de toda la cuenca. Dicha moción fue avalada por las provincias de Río Negro, Buenos Aires y Neuquén, votando en forma negativa solo la provincia de Mendoza.
Asimismo informa que se avanzará en la celebración de Audiencias Públicasde alcance nacional, en las cuales se deberá garantizar una amplia participación de los y las habitantes de las cinco (5) provincias de la cuenca, organismos no gubernamentales especializados en la materia, universidades, centros académicos y entidades científicas, así como de toda otra persona humana o jurídica, pública o privada que cumpla con los requisitos de inscripción que oportunamente se establezcan.
