El Gobierno nacional extendió a este mes el alcance de los beneficios del Programa de Asistencia de Emergencia al Trabajo y la Producción (ATP) durante este mes, relativos al Salario Complementario, y también a las contribuciones patronales.
A través de esa medida, la Jefatura de Gabinete resolvió adoptar las recomendaciones del Comité de Evaluación y Monitoreo del ATP, en base a informes elaborados por el Ministerio de Desarrollo Productivo y la Secretaría de Política Económica, que dan cuenta del nivel de afectación de la economía derivada de la extensión del aislamiento.
Además, el Comité informó que se otorgará el beneficio del Salario Complementario a las instituciones educativas que no reciben subsidios de ninguna clase, y se analizará el caso de las que reciben aportes del Estado.
Del mismo modo, se evaluará la situación de prestadores de la salud que reunirían las condiciones para acceder al mismo beneficio.
El Comité consideró necesario extender los beneficios del Programa ATP relativos al Salario Complementario -que se harán efectivos en junio próximo-.
También, la postergación y la reducción del pago de las contribuciones patronales al Sistema Integrado Previsional Argentino (SIPA), respecto de los haberes y aportes que se devenguen durante mayo.
Por su lado, el Ministerio de Educación exhibió al Comité la información suministrada por la Administración Federal de Ingresos Públicos (AFIP), que indica que hay instituciones educativas que reunirían las condiciones estipuladas para acceder al Salario Complementario.
Educación también indicó que procederá a controlar con las jurisdicciones locales cuáles de esas instituciones no perciben aportes o subsidios, tras lo cual informará a la AFIP el listado de las que no los reciben de ninguna clase, para que proceda a tramitar el pago del Salario Complementario.
El Comité consideró que efectuados los controles, Educación proporcione directamente a la AFIP el listado de las instituciones que no perciben aportes o subsidios, cuyos trabajadores se encuentran en condiciones de percibir el Salario Complementario, y que el organismo fiscal avance con el trámite tendiente a efectivizar ese beneficio.
Por otra parte, el Ministerio de Salud remitió un informe donde describe la situación de los prestadores de salud en el marco de la emergencia sanitaria.
De acuerdo con este relevamiento, la situación de las empresas del sector se encuadra en las previsiones que fijan los criterios cuyo cumplimiento se exige para acogerse a los beneficios del ATP.
El Comité solicitó a Salud que, mediante la fijación de los criterios objetivos que estime adecuados, efectúe la selección de los prestadores referidos y los comunique.
En tanto, el Ministerio de Transporte solicitó que se incluya en el Salario Complementario a una nómina de actividades del sector, entre los que están los taxis, los remises, el transporte escolar, los servicios de larga distancia, de fletes y el transporte de carga.
