Al igual que lo hizo para contribuir a aliviar la capacidad del sistema de salud frente a la pandemia del coronavirus , la Iglesia ofreció sus casas de retiro y lugares de hospedaje para recibir a los presos que la Justicia envíe a prisión domiciliaria para evitar las condiciones de hacinamiento en las cárceles.

Así lo expresó obispo Juan Carlos Ares , presidente de la Pastoral Carcelaria del Episcopado, al reiterar que la Iglesia se ofreció a participar de un espacio de diálogo para resolver la crisis planteada en torno de la pandemia del coronavirus en las cárceles y la polémica que generó la liberación de detenidos. Aclaró, sin embargo, que no fue convocada.

“Por más que esté preso, una persona no pierde la dignidad” , dijo monseñor Ares, que es también obispo auxiliar de Buenos Aires y por su trabajo pastoral visita con frecuencia la cárcel de Villa Devoto, entre otras unidades penales. Las reuniones del Gobierno con las autoridades del penal y los presos se realizan en la capilla de la cárcel, pero la Iglesia no interviene ni participa de las negociaciones.

Frente a las polémicas decisiones de muchos jueces, el obispo advierte que no solo debe dar respuestas la Justicia. “Hay mucha presión sobre el Poder Judicial. Las sociedades quieren que las condenas se cumplan y eso está bien. Pero es necesario que también actúen el Poder Legislativo y el Poder Ejecutivo, con medidas extraordinarias.”.

No arriesgó a reclamar medidas concretas, pero distinguió entre “los presos por delitos contra la integridad, como una violación, y los detenidos por causas con condenas menores o que efectivamente presentan enfermedades de riesgo frente al coronavirus”, tomando distancia de los pedidos del oficialismo por presos por corrupción, como Amado Boudou y Ricardo Jaime .

La posición del obispo Ares y el ofrecimiento de la Iglesia para albergar detenidos y prevenir el hacinamiento resumen una mirada comprensiva de las condiciones de los presos, en sintonía con los gestos y pronunciamientos del papa Francisco.

No hay todavía un detalle de los sitios de hospedaje ofrecidos por la Iglesia, pero la casa de retiros conocida como La Montonera, en Pilar -donde todos los obispos se reúnen dos veces por año para las asambleas plenarias-, tiene capacidad para albergar entre 200 y 250 personas en sus dos construcciones, comentó Ares.

En su último pronunciamiento, cuando estallaron los motines en las cárceles bonaerenses de Florencio Varela, Batán y Marcos Paz, los obispos de la Pastoral Carcelaria advirtieron sobre la crisis humanitaria y el hacinamiento, como dos problemas graves que vienen de arrastre. “En la provincia de Buenos Aires hay 52.000 presos, la mitad de los presos del país y no se construyen nuevas unidades. Solo María Eugenia Vidal inauguró un nuevo penal en Campana para los presos que reciban su primera condena, pero eso no alcanza”, explicó el obispo.
