Hasta la fecha, y en poco más de seis meses, fueron 425 los ingresos al sistema laboral formal y 205 las empresas pampeanas que adhirieron al programa. El mismo consiste en un aporte económico del Estado provincial a cada empleador que contrate de manera formal a un nuevo trabajador o trabajadora desocupado/a, que esté radicado en La Pampa.
La política de respaldo económico que sostiene el Gobierno, y que apuesta fuertemente a la consolidación de las economías regionales facilitando el ingreso de nuevos trabajadores al sistema formal, muestra resultados positivos. A los 425 empleos y 205 empresas participantes, se sumarán 8 empleadores y 13 trabajadores que hoy día están en etapa de validación y estudio de sus solicitudes.
Empleadores de 22 localidades se sumaron al programa, de los cuales 8 pertenecen al sector agropecuario, 109 al comercio, 27 a la industria y 61 al rubro servicios.
De los 425 nuevos empleos registrados creados, 36 fueron ocupados por la franja etaria de los 46 a los 65 años y los restantes trabajos fueron tomados por pampeanas y pampeanos de entre 18 y 45 años.
El aporte económico, destinado a reducir el costo total laboral en los primeros 12 meses de la relación contractual, comenzó en diciembre del 2020 con $ 15.000, estando en la actualidad en $ 16.410, dado que se ha aplicado la actualización trimestral que arrojó una variación salarial del 9,4% en el primer trimestre de puesta en funcionamiento del programa, según los informes mensuales que emite el INDEC, y seguirá acompañando la variación del salario.
El Programa
El Programa de Fortalecimiento del Trabajo Pampeano fue creado por el gobernador Sergio Ziliotto y se instrumenta a través de la Secretaria de Trabajo y Promoción del Empleo, que lleva recorridas alrededor de 25 localidades, con la participación de más de 400 empleadores que se acercaron a escuchar los detalles y realizar consultas puntuales.
La actividad está organizada de manera conjunta entre la Municipalidad y la Dirección de Promoción del Empleo (autoridad de aplicación del programa), con el objetivo de que sean las áreas de producción/empleo de cada municipio las que puedan responder consultas y realizar el seguimiento de los trámites correspondientes.
La intención es dar a conocer de manera detallada los ítems que se expresan en el Programa con el objeto de evacuar todas las consultas que tienen los potenciales empleadores.
Más beneficios
El Gobierno provincial impulsa un paquete de medidas que persiguen el único fin de generar “Empleo Formal, Genuino y Duradero”, para todos los y las pampeanas.
Sumado a los beneficios por parte del Gobierno pampeano, el Banco de La Pampa S.E.M, ofrece un préstamo a tasa cero a todos aquellos empleadores que hayan adherido al Programa de empleo provincial, con un monto máximo de hasta 12 aportes económicos que otorgue el Programa, amortizable en 12 meses.
Hasta la fecha, la entidad financiera lleva otorgando préstamos a 45 empleadores, por un monto total de $ 17.350.000. Es importante destacar que también podrán acogerse los empleadores que adhieran al Programa de Fortalecimiento del Trabajo Pampeano, al beneficio otorgado por la Ley N°3304 “Régimen de Incentivos Fiscales”, donde podrán ser beneficiarios de un Crédito Fiscal no reembolsable, de hasta el 100% del monto de la nómina salarial del periodo en que se generan los respectivos hechos imponibles. Dicho crédito fiscal, podrá ser destinado para la cancelación de hasta el 100% del Impuestos a los Ingresos Brutos que en definitiva tenga que ingresar el contribuyente.

Base de un plan nacional
La iniciativa que en La Pampa se instrumentó en diciembre de 2020 sirvió de base para el programa que en el mismo sentido anunció el Gobierno nacional el pasado 28 de julio.
El Programa de Fortalecimiento del Empleo Pampeano prevé la inserción laboral de personas entre los 18 y los 65 años, en tanto que el plan nacional apunta a promover la inserción laboral de jóvenes de 18 a 24 años en pequeñas y medianas empresas de todo el país.
